Overview of position

The Defector Rehabilitation Programme (DRP) in Jubaland State and our client- the DRP’s implementing partner, are seeking to recruit an experienced Medical Officer (Doctor) to provide healthcare services to beneficiaries at the Transition Centre for vulnerable youth (males), including those affected by conflict, in Kismayo.
The doctor will be responsible for establishing and running of a Transition Centre medical clinic that provides preventive, curative and promotive health services to the beneficiaries. S/He will directly be supervised by the relevant DRP and Transition Center staff with technical support from our client’s Migration Health Division (MHD). Overall contract performance management is jointly monitored and evaluated by relevant DRP staff and our client. Our client will undertake contracting obligations and remuneration.

Role objectives

This is a full time position, based in the Transition Centre in Kismayo. The specific tasks include:

  1. Examine, diagnose, and treat patients appropriately, including provision of immediate emergency treatment when needed at the Transition Centre (TC);
  2. Refer life-threatening cases and other patients requiring specialized care, explain care management plan to patients and caretakers, inviting questions and feedback;
  3. Ensure access and continuity of care by providing call for after-hours coverage;
  4. Perform entry and exit medical examination/screening of beneficiaries admitted and those graduating from the TC;
  5. Oversee the general hygiene, sanitation and overall public health needs of the TC compound including accommodation blocks and WASH facilities;
  6. Conduct regular health and hygiene awareness sessions with beneficiaries at the centre;
  7. Adhere to infection-control policies and protocols, medication administration and storage procedures, and controlled substance regulations at all times;
  8. Monitor supplies and drugs levels and ensure that request for replenishment is done well in advance to avoid stock outs;
  9. Report the key epidemiological data every week in a timely manner;
  10. Collate, analyse and generate relevant data and submit reports as required.
