Type of Appointment : Short term, six months with possibility of extension

IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Migrant Protection and Assistance (MPA) Programme Manager and the overall supervision of the Chief of Mission, the concerned staff member will be the focal point for return and reintegration of Somali nationals, supported under the European Union (EU)-IOM Joint Initiative (JI) for Migrant Protection and Reintegration. The staff member will also provide inputs to the wider MPA portfolio of protection of vulnerable migrants and activities on counter-trafficking in human beings.

Core Functions / Responsibilities:

  1. Assist the MPA programme manager to plan, organize and manage the projects in areas of return and reintegration and protection of vulnerable migrants including the activities executed through Migrant Response Centre (MRC).
  2. Serve as focal point for coordination, implementation, data management and reporting of return and reintegration activities, including activities focused on protection and counter-trafficking.
  3. Liaise and coordinate with relevant Federal Government Offices in Somalia, partners from the public, civil and private sector on the design and implementation of specific project related activities.
  4. Develop project related information and communication materials (such as leaflets, brochures, promotional items, human interest stories, blog content and video footage etc) in line with the donor requirements and specifications.
  5. Plan and organize key events and coordination meetings under the project, such as the technical taskforce and project steering committee meetings.
  6. In coordination with the OSE, MPA experts at IOM and the technical team, provide overall support to the design and implementation of key activities, with appropriate data collection, monitoring of field work, support of data analysis and project report preparation.
  7. Organize consultations, workshops and policy dialogues with stakeholders from public and private sector.
  8. Prepare Notes for File, workshop reports and meeting minutes as required.
  9. Liaise with relevant departments in RO and HQ as required.
  10. Contribute in budget monitoring of the EUTF JI project, in coordination with RMO office and propose adjustments as necessary.
  11. Participate in relevant meetings and liaise with other agencies, reviewing and providing inputs to reports/joint UN initiatives.
  12. Coordinate with IOM support units; finance and procurement, to make sure timely delivery of the payments to consultants, and contractors hired to implement MPA activities.
  13. Closely interact with the MPA team in IOM Somalia, including sub offices and support the implementation of other activities and events. Where necessary and appropriate, liaise and coordinate with other IOM departments in the realisation of activities.
  14. Support the daily supervision of junior staff within the MPA unit and contribute to staff training as required and commensurate with experience.
  15. Participate in the development of new project proposals especially focusing on return and reintegration and assistance to vulnerable migrants.
  16. Maintain close liaison with civil society organizations, private sector and other agencies working on the issues of migration, remittances and economic development.
  17. Perform such other duties that may be assigned by the MPA Programme Manager/Chief of Mission.

Required Qualifications and Experience

Education

  • University degree, preferably in the area of Social Sciences, Development Studies, Economics, International Relations, Management, Law, with two years of similar working experience preferably in an international organization. Experience with IOM or another international organization a plus; or,
  • No years of working experience with Master’s Degree is required.

Experience

  • Working experience in project development, project planning, research, networking and project implementation will be an advantage.
  • Previous experience in international organization is an advantage.
  • Excellent communication and negotiation skills. Ability to present clear and concise information. Ability to handle confidential matters;
  • Clear analytical skills;
  • Capacity to supervise and direct staff, and ability to plan and direct work to successful conclusion in a timely manner;
  • Ability to meet deadlines and work under pressure;

Languages

Fluency in English and Somali is required.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
