IDLO is implementing a project that aims to build a soundly regulated financial sector in Somalia that can operate efficiently and consistently with international standards. The project seeks to strengthen the capacity of the Somali Financial Reporting Center (FRC) to function as an effective financial intelligence unit capable of detecting, preventing and deterring money laundering and terrorist financing in Somalia’s financial systems.
The Financial Reporting Center (FRC) was established under Article 20 (1) of Somalia’s Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Act of 2016 to serve as Somalia’s Financial Intelligence Unit (FIU) responsible for receiving, requesting, analyzing and appropriately disseminating information concerning money laundering and terrorist financing.
The role of the FRC is to help rebuild the trust in the Somali financial system and promote the confidence level of international banks and governments in the Banks and Money Transfer Businesses (MTBs) that operate in Somalia by preventing Banks and MTBs from being used for money laundering and terrorism financing. The FRC does this by:
Issuing regulations, providing guidance and feedback to relevant ministries and agencies as well as reporting entities in AML/CFT regime;
Designing and implementing compliance monitoring and enforcement systems for sectors that lack designated supervisory authorities;
Imposing proportionate, dissuasive and effective administrative sanctions and penalties;
Representing the country in national, regional and global meetings, forums and organizations that focus on AML/CFT issues;
Signing and implementing memorandum of understanding and other agreements with foreign financial intelligence units.
THE Assignment
The ICT Mentor will be recruited by IDLO and embedded into the Financial Reporting Center’s Office in Mogadishu for a duration of 15 months. She/he will directly report to the FRC Director. She/he will be responsible for supporting the FRC with the setting up of its ICT system including a central database that manages collection, evaluation, collation and recording of suspicious transactions reports and other relevant financial information from reporting agencies. She/he will advise and support the FRC on:
Support and oversee the operationalization of the FRC’s ICT infrastructure including expanding the local area network (cabling, switches, servers) to accommodate the FRC expanding computing capabilities;
Lead the Deployment, operationalization, support and maintenance of the FRC AML/CFT Commercial Off-the-Self (COTS) solutions including goAML, goCASE, and Tableau;
Support the FRC in developing appropriate database systems and the protocols required to analyse, Extract, manipulate, and summarize large amounts of financial data;
Support the FRC in developing information system policies and procedures including compressive security plan to cover employees Access Control List, Group policy, File Share space allocation, eliminating unnecessary access to hardware and software, and restricting individual users’ and systems’ privileges only to needed equipment and programs, domain control and protecting the FRC ICT infrastructure;
Lead the FRC implementation of the compressive security plan for protecting the FRC ICT infrastructure (computer systems, networks and data) from both external cyber-attacks and internal breaches by installing ani-virus, anti-malware, as well as firewalls;
Lead the FRC deployment, maintenance and support of Big Data platforms such as Hadoop HDP, Cloudera CDH, Splunk Enterprise, Hadoop HDFS, Map Reduce or Hive;
Lead implementation, maintenance and support the FRC Cloud Administration technologies such as AMAZON, VPC (Private/Public) and Elastic Load Balance;
Lead the FRC implementation, support and maintenance of both stand-alone database Server and RAC environment running Oracle or SQL Server for database management systems;
Manage, maintain and support the FRC LINUX (RedHat Enterprise LINUX) platform, Windows server 2016 and Virtualization (VM);
Lead the selection, deployment, maintenance and support of the FRC data warehousing tools and technologies such as Cognos, Business Object R2, Crystal Reports or DataStage;
Lead the deployment, maintenance and management of the FRC Enterprise Resources Planning (ERP) on SAP R/3 platforms for corporate applications including financial and human resources;
Oversee the development of ICT operational manuals, employees’ training needs assessments and development of training curriculum;
Provide appropriate ICT training to the FRC staff;
Represent the FRC Director and the FRC in meetings with other government agencies and donors;
Prepare a variety of written outputs and file monthly reports concerning the work and performed activities; and
The performance of other work-related duties as required.
