IDLO is implementing a project that aims to build a soundly regulated financial sector in Somalia that can operate efficiently and consistently with international standards. The project seeks to strengthen the capacity of the Somali Financial Reporting Center (FRC) to function as an effective financial intelligence unit capable of detecting, preventing and deterring money laundering and terrorist financing in Somalia’s financial systems.
The Financial Reporting Center (FRC) was established under Article 20 (1) of Somalia’s Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Act of 2016 to serve as Somalia’s Financial Intelligence Unit (FIU) responsible for receiving, requesting, analyzing and appropriately disseminating information concerning money laundering and terrorist financing.
The role of the FRC is to help rebuild the trust in the Somali financial system and promote the confidence level of international banks and governments in the Banks and Money Transfer Businesses (MTBs) that operate in Somalia by preventing Banks and MTBs from being used for money laundering and terrorism financing. The FRC does this by:
Issuing regulations, providing guidance and feedback to relevant ministries and agencies as well as reporting entities in AML/CFT regime;
Designing and implementing compliance monitoring and enforcement systems for sectors that lack designated supervisory authorities;
Imposing proportionate, dissuasive and effective administrative sanctions and penalties;
Representing the country in national, regional and global meetings, forums and organizations that focus on AML/CFT issues;
Signing and implementing memorandum of understanding and other agreements with foreign financial intelligence units.
THE Assignment
The ICT Support Officer will be recruited by IDLO and embedded into the Financial Reporting Center’s Office in Mogadishu for a duration of 15 months. She/he will work under the primary supervision of the ICT Mentor and will be responsible for:
Record-keeping of software licenses and ensuring they are kept up to date
Resolving computer, internet and other technical malfunctions
Managing hardware stock and ensuring proper care of computers and other hardware
Installing and configuring computer hardware, software, systems, networks, printers, scanners and others
Scheduling and implementing regular maintenance checks and upgrades
Investigating, diagnosing and solving computer hardware and software faults
Procuring and replacing or repairing specialist components, fixtures and fittings
Ensuring compliance with set regulations, especially safety regulations
The performance of other work-related duties as required
IDEAL CANDIDATE PROFILE
Education experience
- A Bachelor’s degree in Computer Science and/or Information Technology/Systems.
Work experience
Minimum of 3 years of relevant experience in office ICT support, particularly in maintaining the computer networks and systems of medium to large organizations;
Hands on experience in computer maintenance & repair and in providing technical support and advice to computer users; and
Good understanding of the Somali context an asset;
