A. JOB SUMMARY
The Finance Officer is based in Mogadishu and will work in close coordination with the GPE coordinator, senior grants officer and Finance director, He/she will also work with other departments such as Procurement/logistics, Ministry Head of departments and regional states. She/he will ensure implementation of GPE sub grants Policy and sub-contracting procedure of CARE and donors Rules & Regulations for the Ministry, She/he will also support the Ministry finance staff in capacity building and strengthening and ensuring compliance with contractual obligations at regional state levels. The Finance Officer will directly report to the Senior Grants Officer
B. RESPONSIBILITIES AND TASKS:
Job Responsibility #1financial transactions and reporting% of Time: 60%
- Scrutinize and ensure that all payments made are related to GPE, are clearly documented and conforming to CARE & donor regulations
- Review and ensure all salary and benefits payments for contract staff and consultants are valid and supported by current contracts and clear procurement and HR policy is followed.
- Prepare correct supporting document for every GPE payment financial data is properly entered and closely monitor to ensure that correct budget lines are entered for each transaction
- Before making any payment, you must determine whether; the request is adequately supported by documentation and has been properly approved
- Ensure that bank reconciliation for GPE is done and statements are presented on a monthly basis for review
- Support the monthly closure of the financial transactions of the Ministry
- Ensure documentations related to GPE that may arise out of the monthly financial review are followed up and addressed conclusively
- Ensure GPE cash flow is monitored and requested on timely
- Travel to other regions as and when required attending to and providing support and training on financial related issues
- Support other functions within the department when required
- Monitor and conduct review of support documentation to ensure adherence of all clauses in GPE sub-contract
- Check the correctness of all transection & support documents and recommend the necessary improvement, Document any communications in the sub grant files.
- Carry out autonomous field checks and visits to support and build capacities of the regional MOE Finance staff.
- Prepare monthly & quarterly budget monitoring reports (burn rates) for the Ministry of Education and regional states - as a monitoring mechanism to mitigate any over/under spent in time
- Maintain close coordination with Ministry departments and regional MOEs
- Support and maintain good communication protocols with the Ministry and Regional MOEs correspondences and document if necessary.
- Assist in providing technical assistance to the Ministry and regional states in issues related to donor compliance, Budget Templates.
Job Responsibility #1.2 Capacity building Training of the Ministry and Regional MOE % of Time: 15%
- Support and conduct Risk/Capacity Assessment of each regional ministry of education before any engagement
- Support Senior grants officer in identification of capacity gaps of regional MOE and staff and help to develop plans to ensure capacities of regional MOEs staff are built accordingly.
- Support and Implement capacity building plan for regional states counterparts on sub grants policies and procedures.
- Provide and facilitate trainings for MOE staff on sub grants policies, compliances and internal controls of the sub grants implementation
- Prepare and support regional MoUs, sub-grant agreements and do start up meeting for each state.
- Support in rolling out quarterly financial trainings on internal controls and fraud awareness for all Ministry of Education staff.
Job Responsibility #2: Audit: % of Time: 10%
- Assist with planning of Project Specific Audits both Internal and external;
- Assist coordinating the retrieving of Audit documents as per the Audit Samples;
- Review Audit samples before sharing with the Auditors; ensure all documents are completely supported and where necessary initiate follow ups with relevant staff for compliance/ as per the policies.
- Provide guidance & training to strength capacity building on compliance and fraud prevention
- Facilitate and support the communication with respect to Sub grants policies and procedures within the central Ministry and regional MOEs
Job Responsibility #3: Filing system:% of Time: 10%
- Set up and maintain Sub grant files for all GPE payment
- File and archive all sub grants liquidations and supporting documents according to the sub grants files and labeling formats.
- Maintains copy of sub-contract and related records in the respective files for a good audit trails.
- Update sub grants files on monthly basis according to the sub grants checklist
- Prepare field /monitoring reports on any official trips taken outside your duty station or visits
- Support the ministry in setting up a good filling system and train both central and regional MOE staff
- Prepare quarterly work plans and share with the senior grants officer & finance director.
Job Responsibility #6: General:% of Time: 5%
- Perform any other duties as assigned by the immediate supervisor or his/her designate.
C. QUALIFICATIONS (KNOW HOW)
- Bachelor degree in Business Administration / Accounting / Management.
- A holder of a CPA, ACCA is a bonus.
- Minimum 3 years’ experience in accounting, with preference for additional experience in financial management in INGO/UN and donor setting
- Understanding of computer applications in respect to basic accounting, payroll management, cash control.
- Proven language proficiency in written and spoken English;
- Computer literacy in MS-Word, Excel;
- Interpersonal communication skills;
- Demonstrated technical and managerial ability, sound judgment and ability to work effectively with others at all levels;
- Firm belief in teamwork, partnership, gender equality, participatory approach and sustainable development.
- Coaching, mentoring and negotiations skills
D. CONTACTS/KEY RELATIONSHIPS
The finance Officer is expected to establish and maintain open and cordial relations with partners. She/he is also required to work closely with the senior Program Staff, different ministry heads and regional MOEs (Ministry of Education)
E. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
The incumbent is located in Mogadishu (Ministry of Education Culture and Higher Education) With travel to regional MOEs States will be required from time to time.
