TERMS OF REFERENCE

Period of Engagement January/February 2019

1.ORGANIZATION BACKROUND

Trócaire is the development arm of the Catholic Church in Ireland and works in solidarity with local development actors in over 20 countries; with a focus on food and resource rights, women's empowerment and humanitarian response. Trócaire Somalia has been operational in Somalia since 1992 providing humanitarian and development support to vulnerable communities in Gedo. Trócaire Somalia is currently implementing an integrated health, nutrition and education programme in four of the six districts of the Gedo region, specifically: Belet Hawa, Dollow, Luuq and Garbaharey. Trócaire’s vision is to implement a quality, sustainable and harmonised programme that addresses acute humanitarian needs and ensures access to essential services, especially for women and children.

For its Education Programme, Trocaire supports 13 primary schools and a TVET centre in the Luuq, Dollow and Belet Hawa districts of Gedo. In the primary sector 4500 (50.2% girls) pupils between the age of 5-17 years are supported in the provision of teacher incentive to 78 teachers, scholastic materials, construction and rehabilitation of classrooms, latrines and water storage facilities, capacity building training for teachers and community education committee (CEC) and community awareness raising on importance of education and cultural aspects hindering access to education like early marriage, female genital mutilation (FGM), corporal punishment and child labour.

Trócaire’s work is best understood as taking a long-term developmental approach in a complex emergency, creating the conditions for recovery through linking relief with development. Trócaire implements its programme in partnership with the Ministries of Health and Education within the Jubaland Interim Administration (JIA) and the Somali Federal Government (SFG). Trócaire’s programmes are operationalised through the community.

2.PURPOSE OF THE CONSULTANCY

Trocaire is currently rolling out Disaster Risk Reduction (DRR) and Resilience in Schools focuses on protecting the community against natural disasters and strengthening the capacity of students, teachers and school administrators (CECs) to plan for, respond to and recover from natural disasters.

The overall goal of the DRR+RS Project is to reduce the impact of Recurrent Humanitarian Crisis on targeted communities in Gedo through Disaster Risk preparedness, mitigation and prevention with the following objectives:

  1. To enhance the capacity of identified school communities (including Community Education Committees - CECs, teachers and students) to implement DRR activities;

  2. To implement practical solutions to environmental challenges within school community for improved resilience of schools against the impact of recurrent Humanitarian Crisis

Consequently, the consultant will purpose to plan DRR and Resilience activities that follow the Comprehensive School Safety Framework (CSSF), which focuses on establishing safer facilities, supporting disaster management within schools, and ensuring educational practices integrate DRR and enhance the resilience of communities. An emphasis is placed both on protecting against natural disasters and strengthening the capacity of students, teachers and school boards to plan for and respond when disasters happen that affect their safety, community livelihoods and access to basic resources. This will be aimed at mitigation, preparedness, recovery and response phases and aim to utilize the school as a key resource point for communities to organize around to strengthening their resilience.

3.SCOPE OF THE WORK

This assignment, with support from the Education Coordinator, will constitute rapid assessments, training sessions with teachers, practical sessions and development of organization manuals. As part of the professional development agenda, the consultancy will:

i. With the support of the Trocaire Education Coordinator, quickly embark on target schools’ assessment and general learning environment in the region, to bench mark and guide on the practical training for CECs teachers and DRR club members.

ii. Prepare a basic training module for the CECs, teachers and school children for validation and printing and for use in the aforementioned training sessions

iii. Roll out training on DRR and Resilience in schools to foster knowledge and skills of DRR by school management committees, children and teachers

iv. Prepare and submit a well-made training report for approval and validation by Trocaire

4.DURATION OF ASSIGNMENT

The DRR and Resilience consultant will be expected to work in the month of January 2019 and probably part of February 2019. The tentative schedule is as indicated below:

Training module development, presentation and validation in Somali language- 3 days

Training schedule development & Training teachers, CECs and Pupils - 7 days

The target schools are supported to develop and Implement Mitigation Plans for DRR and Resilience -5 days

Training report writing - 3 days

Departure – back to Nairobi 1 days

5.EXPECTED DELIVERABLES

i. A comprehensive Basic Training module (in Somali language)

ii. Final Training Report signed off by Trocaire Programmes Manager

6.QUALIFICATIONS AND KEY COMPETENCIES

  • A minimum bachelor’s degree in Education from a recognized university in Kenya, with demonstrated technical expertise in DRR and Resilience in schools

  • At least 3 years’ experience working in the Education Sector, preferably in a similar context with detailed knowledge and understanding of the political, economic and social issues affecting the Education sector in Somalia

  • Previous experience of at least 2 similar DRR and Resilience Education trainings in Somalia context is highly preferred

  • Demonstrated ability and skills in facilitation of theoretic and practical sessions for adult learners

  • Proficiency in Somali language is highly desirable

7.SUBMISSION OF PROPOSAL

All interested applicants should submit an individual Curriculum Vitae highlighting previous experience in delivering DRR and Resilience in schools training, facilitating workshops, and manual development. Applicants should also attach:

1) A cover letter showcasing competence for this assignment

2) A detailed and updated Curriculum Vitae

3) A list of referees preferably clients (with contacts – email/phone) from previous assignments

4) Financial proposal for the assignment
