Job organizational context: The Cold Chain Officer profile is being used in the Lesotho Country Office (LCO) where integrated Immunization Supply Chain Management is a component of the Country Programme. The focus of the country programme is to meet quality standards in achieving impactful results for children. The Country Programme will be implemented through a Decade Approach: Decade 1 (Young Children Survive, Thrive and Attain Learning Outcomes); Decade 2 (Children and adolescents are protected from violence, HIV and have improved learning outcomes), Social Inclusion (Reducing Child Poverty, Enhancing Equity and Social Protection) and one Cross-Sectoral outcome (Programme Effectiveness) with the components of : Advocacy, Research and Evaluation; Communication and Partnerships; and Coordination, Planning and Monitoring. The young Child Survival and Development component envisions that by 2023, young children, particularly the most vulnerable, benefit from gender-responsive equitable social programmes. The component supports multiple SDGs, particularly goals 1 to 6, underpinning national efforts to reduce maternal and under-five mortality.

Purpose for the job: The Cold Chain Officer reports to the Chief of Child Survival and Development for supervision. The incumbent provides professional technical, operational and administrative assistance throughout the programming process for the development, planning and implementation of the Immunization supply chain and Logistics system required for routine immunization including introduction of new vaccines, periodic Effective Vaccine Management Assessments (EVMA) and supplementary immunization activities.

1. Programme development and planning

  • Research and analyze regional/national political, health, EPI, integrated supply chain management (iSCM) and social and economic development trends. Collect, analyze, verify and synthesize information to facilitate programme development, design and preparation.
  • Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevance of information.
  • Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems, to support progress towards the EPI/iSCM-related outcome and/or output results in the Country Programme.
  • Prepare required documentations/materials to facilitate review and approval processes.
  • 2. Programme management, monitoring and delivery of results

  • Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation issues, suggest solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare inputs for programme and donor reporting.
  • 3. Technical and operational support for programme implementation

  • Undertake field visits and surveys, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in immunization supply chain management, to support programme implementation.
  • 4. Networking and partnership building

  • Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve EPI/iSCM output results.
  • Draft communication and information materials for EPI programme advocacy to promote awareness, establish partnership/alliances and support fund raising for EPI/iSCM
  • Participate in inter-agency meetings/events on EPI/iSCM programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of EPI programmes/projects and to integrate and harmonize UNICEF output results and implementation strategies with UNDAF development and planning processes.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
  • Assist with oversight of research and ensure results are available for use in knowledge products.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders.

  • Recruitment Qualifications

    Education:

    A university degree in Health Sciences & Public Health or related field is required.

    Additional relevant courses that complement/supplement the main degree are an asset.

    Experience:

  • Minimum 2 years of work experience in national and international organization/s and national government
  • Background/familiarity with Immunization supply chain and logistics, and refrigeration systems
  • Experience in interfacing with Ministries of Health is an advantage
  • Language Requirements:

    Language Fluency in English and a local language of the duty station is required.
