Somalia: REVIEW OF VQF TVET CURRICULUM IN SOMALILAND

INTRODUCTION
The second phase of Horumarinta Elmiga (HE) Program II, a three-year EU-funded intervention is implemented by a consortium of the Save the Children, CARE Netherlands and Norwegian Refugees Council in partnership with the Ministry of Education and Higher Education (MOE&HE) of Somaliland. Save the Children is the lead agency of this program. The overall objective of Horumarinta Elmiga (HE) Phase II is to help ensure that education and training efficiently and effectively contribute to poverty alleviation within a peaceful, secure and democratic Somaliland. HE II seeks to build on achievements of the HE I program, and the consortium fully recognizes the advantages of a Sector Wide Approach (SWAp) to education where each sub-sector needs to be treated in relation to its contribution to the Education sector as a whole. Technical and Vocational Education and Training (TVET) is one of the major components of this program. Under HE II, emphasis will be placed on entry points to TVET that can be further strengthened, for example, through new vocations and recognition of prior learning. However, the primary focus of the intervention will revolve around pathways to employment (wage or self-employment). The consortium recognizes, as does the Government that TVET cannot by itself ensure employment; employment is a complex equation, where demand-driven TVET is an important element but employment-creating policies within a number of policy areas also play an important role, as does the direct involvement of the private sector. Consequently, the relationship between the TVET sub-sector and the private sector will be strengthened at all levels. The total project target beneficiaries are 1,100 unemployed and unskilled youth, of which 50% are girls. The project aims to train through Enterprises and TVET Institutions. Depending on the level of training (Level I, II, and III), and upon completion of skills training, the project seeks to ensure 80% employment of TVET graduates.
The current TVET Curriculum for the Vocational Qualification Framework (VQF) of Somaliland was developed in 2011 with the support of European Union and implemented by Save the Children. This curriculum composed of ten (10) modules, where each module has a syllabus, teacher’s guide and trainee guide. In addition, current curriculum covers level 1, Level 2 and Level three of TVET qualifications as per the VQF. The duration of these program is 8 months of training IBTEVT centers plus one month of internship/job placement offered by the labor market. There have been concerns on the quality of the current curriculum and its relevance to the level of TVET trainings, which is deemed to be incompetent to support required learning outcome of the trainees. Some of the TVET instructors reported that, in some skills areas, the current curriculum lacks the consistency to enhance the learning outcome from one level to the next. Therefore, the need to review the current VQF curriculum is vital for delivering quality and market-demanded skills training in Somaliland. The reviewed curriculum is expected to standardize Certification, time duration for training, content for particular courses offered in each occupation, approach to instruction, and, assessment procedures.
The Consultant will support the Ministry of Education and Higher Education of Somaliland –MOE&HE- in the review of the current TVET curricula to it make more responsive to market demands. Save the Children /MOE&HE therefore seeks to engage a qualified and well-experienced consultant(s) and/or Institution with strong background in TVET Curriculum development. The Consultant will be based at the Ministry of Education and Higher Education, but will report to Save the Children for technical aspects.
OBJECTIVES OF THE CONSULTANCY:
The main objective of this consultancy is to provide curriculum review and design service to the MOE&HE to ensure that TVET programs are competence-based, relevant and meeting the quality and level of skills required in the labor market of Somaliland. Specific objectives include;
• To identify gaps and irrelevance in the current curricula where the curriculum does not align with current trends in market skills demand.
• To review the current VQF TVET curriculum as stated in section 3 below.
• To ensure that the TVET curriculum is responding to the market-needs.
• Ensure the quality curriculum produces highly competent TVET graduates demanded by the private sector.
SCOPE OF WORK:
a) Conduct extensive literature review and study existing documents related to TVET
b) Study TVET curriculum used by neighboring countries like Kenya and Ethiopia to ensure that the curriculum meet both national and regional standards.
c) Review of the existing VQF-based curriculum for the following subjects;
Electrical Installation-Level 1, 2 and 3.
Plumbing and Pipe Fitting- same as above
Motor Vehicle Mechanics- same as above
Consumer Electronics- same as above
Welding and Metal Fabrication- same as above
Garment Making- same as above

d) Work closely with the Technical Vocational Qualification Authority (TVQA), TVET department and the curriculum department of the MOE&HE.
e) Lead and guide the curriculum revision task force at field level selected from MOE&HE, Save the Children, CARE, TVET centers and private sector.
f) Agree revision areas of the curriculum with the task force and assign roles and responsibilities.
g) Develop technical subject panels at your country of residence or institution for backstopping and excellence, ensuring that CVs of the shared experts are shared with SCI for records and follow-ups.
h) Provide formats and structure for curriculum revision to the task force and lead writing of the revised curriculum.
i) Ensure that emphasis is placed on the holistic development on the learner’s competency and relevancy to the market needs.
j) Ensure that entrepreneurship and job readiness skills are considered as included in each curricula as cross cutting topics.
k) Conduct curriculum validation workshop and incorporate all the inputs and comments from the task force
l) Develop a comprehensive narrative report on the curriculum review with concrete suggestions on implementation of the revised curriculum. Incorporate comments from the task force and revert timely. EXPECTED OUTCOME:
The developed curriculum is expected to contribute towards improved quality of TVET training that produce highly competent graduates in demand due to current skills gap in the private /public sector.
DELIVERABLES/OUTPUTS:
The deliverables / outputs of this assignment are:
m) An inception report.
n) A complete revised TVET curriculum of the above mentioned subject skills sets..
o) A narrative report detailing the process, experiences and challenges encountered while carrying out the assignment and way forward.


How to apply:

1.QUALIFICATION AND EXPERIENCE OF THE CONSULTANT

To qualify for this assignment, the consultant must have the following mandatory professional experience and knowledge:

i. Advance university degree in the area of Education, Technical, Curriculum Development or related field

ii. At least seven (7) years of experience in development, assessment and evaluation of curriculum, teaching and learning resources required for technical and vocational education.

iii. Extensive experience in the use of labour market information in developing Vocational education policies strategies and programs.

iv. Understanding of the key issues involved in vocational education and training in the region, or specifically in Somaliland.

v. Strong professional background in TVET.

vi. Show evidence of having successfully completed at least three similar assignments.

vii. Outstanding communication and analytical skills, with excellent command of spoken and written English

viii. Computer literate.

Requirement:

The Consultant must have done a similar assignment(s). Proof of the previous work done on the same should be provided.

2.EXPRESSION OF INTEREST

Interested consultants who meet the consultancy requirements should submit the following;

a) A detailed technical proposal that comprises methodology, work plan, experience of previously conducted similar assignments, capacity to undertake the assignment & budget for the consultancy period.

b) A diagram or a chart summarizing the proposed process for curriculum review.

c) A detailed work plan that clearly shows number of days and deadlines for each task-including anticipated time for sharing draft to SCI, commenting, accommodating comments and finalizing the draft.

d) A one-page concept on how to Review TVET Curriculum and produce competency-base done.

e) Curriculum Vitae of the consulting person who is undertaking the assignment including three professional references.

f) Detailed budget breakdown based on expected daily rates.

g) List of your technical panel

3.CODE OF CONDUCT:

Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide to the Save the Children’s Code of Conduct.

A contract will be signed by the Lead Consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.
