Somalia: Public Awareness and Campaign Strategy Consultant

The position falls within the framework of the Federal Government of Somalia Attorney General’s Office (AGO) and its mission to establish a visible, functioning and impartial prosecution service in Somalia.

The Public Awareness and Campaign Strategy Consultant will support the Office of the Attorney General to develop a public engagement and awareness strategy and materials to raise public awareness and understanding of the role and functions of the Office of the Attorney General.

The strategy and public awareness materials will be informed and developed after extensive key informant interviews and focus group discussions by the consultant with diverse stakeholders to identify the general public’s knowledge gaps and perceptions of Office of the Attorney General.

The Public Awareness and Campaign Strategy Consultant will be responsible for the following deliverables:

1. Developing public awareness and campaign strategy:

• Undertake key informant interviews and focus group discussions in Mogadishu with different stakeholders to identify the general public’s knowledge and perceptions (both negative and positive, real or perceived) of the Office of the Attorney General;

• Develop a comprehensive strategy for a multi-media public awareness campaign to enhance public understanding of the role and functions of the Office of the Attorney General.

1. Developing public awareness/ information materials:

• In coloration with the Office of the Attorney General, develop at least 6 different short message briefs for radio spots that address critical public knowledge gaps or perceptions of the Office of the Attorney General;

• Develop information materials in collaboration with the Office of the Attorney General for the mass print production of:

• Flyers/brochures

• Educational handbooks/manuals/guidebooks

• Picture/comic books

• Stickers

• Posters

• Banners

• Diaries and calendars

• T-shirts & caps

• Pens & pencils

1. Develop public awareness/ information material dissemination strategy:

• Undertake Somali media mapping in Kismayo, Baidoa and Adado to identify suitable media outlets (radio stations, publishers, websites, etc.) that can be used to air radio spots radio program talk shows;

• Support the Office of the Attorney General to develop a dissemination strategy to ensure sufficient geographical coverage in the dissemination of the public awareness/information materials.
