Somalia: Consultant Recruitment: Mapping/Baseline Survey on Civic Education

1- Background

Center for Education and Development (CED) was founded in 1992 in Mogadishu soon after the collapse of the former Somali regime in early 1991 by a group of Somali educated intellectuals with support from local communities to respond to the impacts of the 1992 famine in Somalia. CED is Non-Governmental, Non-profit and Non-Political Humanitarian Relief and Development Organization registered in Somalia and Kenya. The organization works with vulnerable communities in order to eradicate illiteracy, insecurity and injustice. It has adopted a participatory approach in working with communities, to nurture ownership and sustainability of initiated activities.

Center for Education and development (CED) has received funding from EC to implement a civic education project to support local community based organizations, groups, institutions and individuals in Banadir, Middle Shabbelle, Lower Shabelle, Galgadud & Mudug regions of Somalia in particular minority groups, women, children, local traditional leaders, private sector, grassroots civil society organizations and youth, in order for them to participate in civic education programs that will advance inclusive political dialogue that raises the understanding of and action by the local population on their responsibility in ensuring respect to the constitution, democracy and human rights of all. CED has embarked on Institutional capacity building, civic and human rights education as key areas of strengthening governance system in the community. The project will work towards strengthening the voices of the grassroots civil society organizations, community groups, individuals and the private sector in such way that they can defend the rights of marginalized groups in the ongoing reforms and development of state institutions.

The three specific Results that VOICES programme plans to achieve are:

Result 1: Enhanced capacity of 45 human rights champions in training, monitoring and reporting on human rights.

Result 2: 12 community based dispute resolutions institutions (CBDRIs) have developed their internal capacity to deliver fair and affordable justice to all.

Result 3: Communities have increased their understanding and awareness of basic rights and principles for social, economic and political participation.

The VOICES programme’s strategy is to develop capacity at the grassroots riding on existing traditional/customary practices with infusion of legal and civil expertise to align them to the provisions of the constitution. For example capacity strengthening, using different strategies of Community Based organisations (CBOs), human rights champions, youth/ women organizations and private sector associations in peace building and promotion of democracy rides on the distinct influence each hold in society. Networks and support in legal skills will strengthen alternative dispute resolutions mechanisms to be in line with the national and international legal instruments and in tandem with the customary law.

As a result of achieving the project specific objective, the beneficiary people with an increased civic awareness will be 1) more likely to participate in the key political events for the ongoing reconstruction institutional process such as the constitutional review, general elections, formation of regional administrations, political dialogue on relations between the federal government and existing and emerging administration; and 2) more defensive of their individual and collective civil rights in respect of the government institutions.

2. Objectives of the Consultancy

Through this mapping of needs (Baseline survey) CED, aims to:

a. To document gaps in civic education and identify appropriate strategies that the programme can adopt in rolling out civic education activities that address these gaps.

b. Develop appropriate civic education training materials and methodologies that will contribute to the enhanced capacity of community groups to be more defensive of their individual and collective civil rights in respect of the government institutions.

c. Develop regional civic education strategic plans and the monitoring arrangement in the implementation of the VOICES project’s civic education interventions as per the set targets and methodology.

d. Inform revision/review of the project implementation methodology to be aligned with current civic education needs in the regions.

e. Map out other stakeholder interventions and establish collaborative modalities so as to avoid overlap and wasteful duplication.

3. Outputs of the Consultancy

Under this contract, the consultant shall prepare for and deliver a report with a clear overview of the civic education needs and priorities in order to:

a) To inform on the training curriculum and plans for Human Rights Champions and Community based dispute resolution institutions (CBDRI)

b) Identify obstacles and gaps in ongoing interventions, and recommend Civic education implementing structures and priority areas for capacity building and support to the grassroots democracy and human rights institutions.

4. Methodology

Prior to the deployment of the external consultant, CED staff and local community leaders will sit together and recommend an appropriate methodology of mapping civic education needs and plans in addressing identified gaps in civic education. The team will also adopt a work plan to carry out the field visit. This is an important step in ensuring that target communities are engaged beforehand in the choice of methodology for adoption.

The baseline survey and writing of the report will be done by the consultant in close collaboration with the Project Manager and CED’s Executive Director.

The consultancy will comprise the following key stages, among others, that have been identified to constitute the entire consultancy:

· Review of the VOICES project proposal

· Review of existing civic education training materials;

· Development of a work plan and data collection tools that are applicable and relevant for the project locations

· Review and incorporate recommendations by CED staff and local community leaders on methodology to be adopted in the mapping and prioritization of civic education needs;

· Participate in village consultative meetings organized by CED as part of stakeholders engagement in development of civic education strategic plans and monitoring arrangements on civic education interventions

· Field work to interview, direct and indirect beneficiaries and other stakeholders;

· Data analysis and compilation of findings into a well written and structured report;

· Debriefing of findings to stakeholders and CED staff.

The consultant will provide a 1st draft to the CED Executive Director for feedback after which s/he will revise the draft and present it for final review and approval.

5. Scope of work:

This study is to be conducted within the sampling target area of 22 districts in Banadir Lower shabelle, Middle Shabelle, Galgadud and Mudug regions, Somalia.

6. Timeframe and Work plan

The time frame for this consultancy will be for an aggregate of twelve (12) days, These days will be allocated as per the work plan below:

Activity

6.1. Desk review and consultation with the CED Executive Director VOICES Project Manager- 1 day

6.2. Development of Survey/assessment tools that are relevant to South Central Somalia+ reporting plan (structure of the report)- 1 day

6.3. Stakeholders consultations and field data collection- 8 days

6.4. Data analysis and report Writing; Preparation, debriefing - 1 day

6.5. Finalization and submission of evaluation report- 1 day

7. Management of the Consultancy and Field Work

The Consultancy is expected to start in May 2016, on a date to be agreed upon. This will ensure that CED has had adequate consultations with leadership of all districts and local administrations to facilitate effective and collaborative mapping/baseline survey.

The consultant will report directly to the Executive Director who will be assisted by the Project Manager. Regular consultation meetings will be arranged between the project implementation team and the consultant as the need arises.

As a critical part of delivery of the tasks under these TOR, the consultant will be expected to travel to project locations to interview the project’s beneficiaries and other stakeholders based there, subject to favorable security advice and clearance by CED’s logistics and Security Officer before such travel.

8. CED’s Responsibilities

CED will pay the consultant a gross competitive fee per day subject to budget availability.

CED will cater for the consultant’s travel costs to all project locations in Somalia. Full details of the costs and expenses payable by CED will be set out in the terms and conditions that will form part of the detailed contract to be signed between the consultant and CED.

The consultant will be responsible for his/her own medical and life insurance cover for the duration of the assignment.

9. Consultant’s Responsibilities

· The consultant will liaise with the CED VOICES Project Manager, as well as with other CED staffs and other related stakeholders.

· The consultant will provide CED with a comprehensive plan for reporting. This will be agreed upon and endorsed by both parties at the beginning of the assignment.

· The consultant shall carry out the tasks and specific activities outlined in this ToR to deliver the specific expected output professionally, responsibly and sensitively. S/he will be responsible for the final production and submission of the Baseline/Mapping report of the programme.

10. Qualifications

The successful consultant must:

a. Relevant Academic Qualifications preferably in the field of development

b. Have a proven track record of quality baseline studies, assessments, project evaluation

c. Have proven theoretical and practical background in civic education in general

d. Have knowledge of the workings of local community institutions, local administrations, CSOs and CBOs in Somalia

e. Be culturally sensitive

f. Have excellent report-writing and analytical skills.

g. Excellent communication skills and fluency in English

h. Have adequate experience in organizational development and capacity-building issues
