Somalia: Gender Monitoring Advisor

BACKGROUND:

In support of the Ministry’s efforts to promote women empowerment and gender equality, the Ministry wishes to recruit a senior Gender Monitoring Advisor to the Special Programme Directorate to strengthen gender monitoring and reporting to ensure MOIFA engagements and project results are responsive to gender issues.

The main objective of the post is to review all MOIFA engagement for its response to gender issues, in particular those of relevance to UNSCR 1325 and its associated resolutions while monitoring and reporting on progress across all MOIFA engagements

Duties and Responsibilities

With the supervision of the Director General of Special Programmes (DG), the advisor would be expected to carry out the following:

  1. Keep abreast of all analytical work and data available on gender issues in Somalia, through reading and networking and actively engaging with partners in consultation with the DG. Use this information actively in the production of newsletters

  2. Provide support to MOIFA to ensure all projects have gender sensitive indicators and are monitored regularly.

  3. Provide support to ensure a timely and relevant reporting as required by all relevant stakeholders with agreements that MOIFA has entered into. In the initial stages if required write the reports while gradually handing over the writing to the ministry staff.

  4. Provide monitoring support to ensure all projects and engagement by MOIFA are gender responsive

QUALIFICATIONS AND COMPETENCIES

  • A Master’s Degree in political science, development studies, public policy, gender studies or related field from a respected institution.
  • At least five (5) years of professional experience on data analysis, monitoring and reporting, preferably on gender related issues.
  • Demonstrated ability to operate in a complex environment, be solution oriented and deliver.
  • Excellent report writing and presentation skills, and ability to collate information cogently and concisely.
  • Willingness to travel to other locations inside the country and potentially to other regions;
  • Familiarity with gender issues in Somalia required.
  • Knowledge of the international agenda on gender issues a significant advantage.
  • Experience in dealing with partners at all levels including government officials, civil society organizations and other national counterparts.
  • Advocacy, communication and networking skills;
  • Competence in the use of standard software application (Office, Mac OS, etc.);
  • Ability to work in a multidisciplinary environment.
  • Ability to work under tight deadlines.
  • Ability to communicate and write effectively in both Somali and English is required
  • Perform other related duties as required.
