MISSION CONTEXT
In the evening of April 16th, a 7.8-magnitude earthquake hit Ecuador. According to the United States Geological Survey, the tremor was centered about 27 kilometers (16.8 miles) south-southeast of Muisne, in the North-West of the country next to the coast (see map). There were no immediate reports of damage or injuries in the capital of Quito, located 173 kilometers (108 miles) from the epicenter of the earthquake. This is the strongest quake in Ecuador since 1979.
As of April 19, at least 413 people died and more than 2600 are injured. Remote areas and most affected coastal regions remain hard to access, mostly due to the destruction of roads. Rescue operations continue, the number of affected people is thus doomed to increase. Six provinces have been most affected: Manabí, Esmeraldas, Guayas, Santa Elena, Santo Domingo and Los Ríos, the first three having the higher impact.
In some of the most affected areas, water, electricity, and telephone services have disappeared. UNICEF indicated that less than half of the country’s communications lines were still operational. The earthquake also destroyed over 800 buildings and affected another 608, mostly in the provinces of Manabí and Esmeraldas. Many people have been rendered homeless, including refugees and asylum seekers according to the UNHCR. 3 000 people would be displaced.
The European Union Civil Protection Mechanism has been activated and thus far over 50 Spanish USAR team members and six dogs have been deployed to the affected area. Further teams are being offered by both France and Poland. The deployment of an associated environmental expert for UNDAC is also under way. The United States also suggested to help.
One of the main challenges of the response is that only few humanitarian organizations were physically present in the country before the earthquake. It supposes a quick logistical organization among international actors as well as the possibility to cooperate with local authorities. The difficult access to most affected areas reinforces the challenge. There is an urgent need to reach the populations and enable them to access humanitarian aid.
In Coordination with the Line Manager, the Distribution Project Manager will ensure the assessment and implementation of the defined and adjusted strategy of intervention for the Emergency Distribution, as well as the follow-up, the monitoring and related reporting of implementing activities.
The Distribution Project Manager will represent Handicap International in the project area with any relevant stakeholders, local, national and international partners, local and provincial authorities in order to facilitate the implementation of the distribution activities.
He/she will participate when needed to the Working Groups and Cluster relative to the field of intervention at local, regional and/or national level.
PROFIL REQUIRED
BACKGROUND & PROFESSIONAL SKILLS
- Degree diploma in Humanitarian Action/ Development studies or logistics
- Experience on project management with INGOs, in emergency context
- Experience on projects related basics needs (distribution, etc.)
- Experience in the mission’s opening is an asset
- Experience in emergency context is mandatory
- Experience in the region would be a strong asset
PERSONAL SKILLS - Strong communication and reporting skills
- Strong organisational skills
- Strong interpersonal and intercultural skills
- Ability to work under high pressure
LANGUAGES - Espagnol and English are mandatory
