CARE Somalia’s Urban Youth Program is currently seeking applications from experienced professionals to fill the position of Senior Grants Officer. The position will be based in Mogadisho, Somalia with frequent travel to the field regularly for project implementation and technical support
1.Background;
The Global Partnership for Education (GPE) funded Education Sector Program Implementation Grant (ESPIG) is aligned with the priorities of the Federal Government of Somalia’s new ESSP and with GPE strategic objectives. The program focuses on the primary education subsector and seek to expand equitable access to quality primary education opportunities, improving learning outcomes, ensuring the acquisition of foundational skills at the expected level for each grade, and enhance system capacity at the central MOECHE and Member State Ministries. The ESPIG grant aim to address the needs of large numbers of out-of-school children in South Central Somalia, with a focus on children from marginalized groups such as IDPs, pastoralists/nomads, urban poor, minority clans, and children with disabilities, and with a particular emphasis on girls. The grant will be implemented by the Federal Government of Somalia ministry of education, culture and Higher Education (MoECHE) in collaboration with the federal member states ministries of education in Jubaland, Southwest, Galmudug, Hirshabelle states and Banaadir regional administration with CARE as grant agent and Concern Worldwide as sub-contractor.
2.Position Summary;
CARE International in Somalia is seeking to recruit a Senior Grants Officer for the above-mentioned project. He/she will work very closely with the Ministries of Education of the Federal Government of Somalia, Jubaland State of Somalia, Galmudug, Hirshabelle and South West States of Somalia, and with Concern Worldwide as sub-contractor. Reporting to the CARE Grants Manager, Senior Grants officer will be a member of the Program Management Unit that is embedded in the FGS office in Mogadishu. He/she will support the Ministry of Education to assist with, and advice on, the planning, development and implementation of an effective and transparent accounting, budgeting and financial planning system, auditing and procurement within the MoECHE.He/She ensures that controls applicable to each subcontracts are observed including following accurately donor regulations and mapping donor budget line item to CARE Chart of Account. informing all concerned about budget over/under expenditures and recommending actions such as line item re-alignments and other budget revisions. The position is also responsible for data analysis and all report preparation activities in co-ordination with the Grants & Contracts Coordinator. In addition, s/he will be responsible for subcontracts management including partners’ agreements, sub recipients’ financial reporting and budgeting monitoring.
3.Roles & responsibilities
Financial System Transactions (10%)
· Maintain Contract File and ensure that this is accurate in terms of contract start and dates and all other important information, both in the financial system and in the physical archives ;
· Provide analysed AR balance reports to the Grants & Contracts Coordinator and ensure that all activities relating to the collection and settlement of receivables and payables are on track in coordination with Finance Staff and service Center in Manila;
· Prepare the request for transaction for donors’ payments/receipts to be entered by Accounting Section
· Review the billing and applying transactions before closing
Financial Reports (45%)
· Provide ad hoc support to grants & contracts customers such as PMs, SC, and Regional Controller in resolution of problems related to reporting, DRP mapping and grant specific budget controls;
· Prepare donor and other reports according to the monthly schedules and pre-set due dates;
Audit (30%)
· Assist with planning of Project Specific Audits both Internal and external;
· Assist coordinating the retrieving of Audit documents as per the Audit Samples;
· Review Audit samples before sharing with the Auditors; ensure all documents are completely supported and where necessary initiate follow-ups with relevant staff for compliance/ as per the policies.
· Provide guidance & training to strength capacity building on compliance and fraud prevention
Budgeting (15%)
· Assist with preparation of Budgets for proposals;
· Prepare budget revisions and project forecasts;
· Review Budget uploads for on-going project;
· Review partner budgets.
· Support PM on monitoring and analysis of Budget vs expenses
Authority;
The Senior Grants Officer report directly to the Director General -Ministry of Education, Culture and Higher Education with dotted line management to the Project Director.
4.Required Qualifications (minimum requirements)
- Bachelor’s degree in Business Administration, Commerce, Finance/Accounting option with CPA IV or its equivalent to demonstrate the required skills for this position
- 5 years’ experience in Grants management, reporting and budgeting

· Solid knowledge of key donor regulations, and compliance requirements (USG, EU, and ECHO)
· Proficiency in Microsoft Office including Excel and Word and good skills at using financial software applications
· Proficiency in the English language
