Context:
Since 2006, IOM has been implementing a range of humanitarian and development projects in all regions of Somalia.
The Labour Mobility and Human Development (LHD) unit in Somalia focuses its interventions on youth empowerment, increased regulation of recruitment, enhancement of institutional capacities, and adoption of measures to maximize migration outcomes and diaspora engagement and investment.
Its largest programme, Migration for Development in Africa (MIDA) is a capacity- building programme, which transfers skills from African diaspora experts back to Africa. MIDA programmes in Somalia aim to build the capacity of Somali institutions through Somali diaspora skills transfer. To date, the programme has placed more than 480 Somali experts throughout the three regions at various ministries and institutions including sectors such Justice, Public Financial Management, Health and Education.
The area of Youth Empowerment initiatives aims at building the capacity of the youth to access diversified livelihood and employment opportunities through the facilitation of strategic skills development schemes as well as employment and business opportunities. Another area that LHD is looking to implement activities in are Remittances and Entrepreneurship: maximizing the
economic gains of remittances for small and medium enterprises and strengthening the Government’s capacity to implement new policies, collect data on remittances; inform the diaspora on remittance investment opportunities; and improve financial literacy among local communities establishing associations to match migrants’ remittances with international funds to develop small-scale businesses.
The LHD Division also coordinates Migration Governance activities within the IOM Somalia mission and provides support to the Government to develop and operationalize a migration policy framework. This includes technical support in the establishment and capacity-building of the government-led Taskforces on Migration Management.
Under the direct supervision of the Head of Office, and technical supervision of the Head of Labour Mobility and Human Development, as well as in coordination with IOM Helsinki and the relevant Programme Staff, the Programme Officer will provide support for the management and coordination of the MIDA FINNSOM activities in Somaliland.
Core Functions / Responsibilities:
Provide overall support to LHD division’s project activities in Somaliland.
Supervise LHD national staff and provide administrative and technical support to them as needed.
Provide technical assistance to all LHD projects in Somaliland and facilitate efficient coordination and support to the management of the MIDA FINNSOM IV Somaliland project; a) Participate in the recruitment and placement process of MIDA FINNSOM IV experts and monitor their work assignments. b) Maintain an effective communication mechanism between the MIDA FINNSOM IV participants, host institutions, IOM, the Ministry of Health, project implementing partners and UN/NGO partners. c) Contribute to the development and implementation of an effective monitoring and reporting mechanism and carry out monitoring missions with the Ministry of Health to projects’ locations in Somaliland to track projects' progress and recommend and take action as appropriate. d) Coordinate the arrangement of the technical and steering committee meetings. e) In coordination with other Divisions, participate in the Health Coordination and other relevant key coordinating meetings and groups relevant to the Division of Labour Mobility and Human Development. f) Coordinate inputs and draft sections of the donor report for the MIDA FINNSOM IV project. g) Draft human-interest stories and case studies to increase awareness and visibility of Somali diaspora’s contribution for official development aid in diaspora countries and for development in their country of origin. h) In coordination with Migration Health Division, closely work with other health actors to facilitate the establishment of partnerships and the creation of synergies for achievement of greater impact; research possibilities for creating partnerships with organizations and companies from Finland and other countries hosting Somali diaspora. i) Facilitate communication flows between IOM and the Finnish MFA as required.
Network and maintain contacts with diaspora associations in European countries, with focus on Nordic countries, to raise awareness on MIDA & other diaspora engagement initiatives.
Contribute to establishing and maintaining strong partnership and liaison with implementing partners, the donor community, government entities, local authorities, UN agencies and other stakeholders aiming at promoting dialogue, information sharing and cooperation among government and non-government actors.
When requested, coordinate programme activities with counterparts in the Government of Somaliland and the United Nations to ensure effective programme implementation, under the guidance of the Head of Sub-Office.
Research new project opportunities and contribute to the development of new concept notes and project proposals in line with the Mission’s strategic objectives.
Provide inputs to IOM’s situational reports and other reports as requested and assist with the provision and coordination of inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies, implementing partners, etc.
Perform other duties that may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree from an accredited academic institution, preferably in international development, public health, peace and conflict resolution, social and/or political science with two years of relevant professional experience.
• University degree in the above fields with four years of relevant professional experience.
Experience
• Demonstrated experience in Migration and Development issues, working on institutional-capacity building through engagement of diaspora in particular;
• Knowledge of Somaliland and working with Somali diaspora and Somali government institution-building;
• Experience in project management and implementation and monitoring programme activities;
• Experience in resource mobilization, writing project proposals and reports;
• Strong computer skills, specifically hands-on experience in usage of MS Office.
Languages
Fluency in English is required. Working knowledge of Somali, French and/or Spanish is an advantage.
Note
With possible frequent travel to field locations in all Somali regions.
