The International Rescue committee
Founded in 1933, the International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. The IRC’s work in Somalia began in the early 1980s, and was regularly disrupted by insecurity and limited humanitarian access. In the 1980s, the IRC assisted people seeking refuge in the aftermath of the Somalia-Ethiopian conflict. The insecurity that eventually led to the collapse of the state in 1991 and ensuing civil unrest meant that the IRC had to temporarily suspend operations. In response to humanitarian crises caused by recurring civil conflict, the IRC reengaged operations in southern Somalia from 1992-1995 while interventions in the northwest (Somaliland) began in late 1995 and continued until 2003.

Returning to work in Somalia in 2007, the IRC implemented environmental health and livelihood security projects in the central regions. The IRC expanded its activities to include a primary healthcare project in Mogadishu, and then began community-based protection and community-driven reconstruction activities in northeast Somalia (Puntland) in 2012, opening an office in Garowe. The IRC now implements programs that address a variety of issues in the Banadir, Burtinle, Galkacyo, Garowe, Mudug, and Nugaal regions.

Project introduction
The HOPE project is designed to increase community resilience to violence in Somalia by strengthening community relations and decision-making at the local level. It employs a people-to-people approach, aiming to create change at both the attitudinal and institutional levels, a combination which is critical for effectiveness and long-term impact. Two objectives guide our people-to-people approach.

  • First, the project will foster constructive interaction at community level to improve understanding of key issues, strengthen relationships and enable collective action to address shared concerns.
  • Second, it will strengthen local government to perform their roles effectively, improve decision-making and establish linkages with their constituents.

In the first year of project implementation, the International Rescue Committee (IRC) and its partner organization, Somali Peace Line, faced several access and security challenges in Afgoye resulting in either postponement or cancellation of project activities. As a result, the IRC with the approval of the USAID relocated the project from Afgoye district to Benadir region (Hawl-wadag and Karan Districts) for the year two of the project. ***
The Purpose of this Request for Proposal (RFP)***

It is the intent of this RFP is to secure competitive proposals to select one consultancy firm for the International Rescue committee Somalia Program to : a) Assess the outcomes of the project, as well as the different implementation approaches contributing to those outcomes; b) Document the extent to which the project has contributed to changes (if any) in the conflict dynamics and gender relations in Somalia; and c) Identify elements within the changing context in Somalia likely to affect and/or inform future conflict programming.

This Statement of Work (SOW) provides guidance for a performance evaluation of the IRC USAID funded HOPE project funded through CMM and implemented in Afgoye, Karan and Hawl wadag. IRC is interested in learning what worked and why. In the process, we expect to gain significant insight into what did not work during the implementation and design of the project. This information will provide useful lessons when designing future conflict mitigation projects as well as provide strategic guidance as the organisation rethinks its engagement in Somalia.

The winning firm will sign a one off contract for the services for the period indicated in the Terms of Reference. Bidders shall be domiciled and must have complied with all Regional and Federal Regulations and requirements to operate in Somalia and regular tax payer to offer such services as specified in the Request for Proposals and shall furnish copies of their operating licenses/certificates of registration valid for the fiscal year 2018. The Bidders shall not be under a declaration of ineligibility for corrupt or fraudulent practices.
