Overview of position
OUR CLIENT is the Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria’s HIV/Resilient and Sustainable Systems for Health (RSSH) grants in Somalia. The current HIV/RSSH New Funding Request (NFR) grant is from 1st January 2018 through 31st December 2020. Under this grant OUR CLIENT is expected to ensure implementation of all approved activities, including procurement of technical assistance/professional services to implement activities on OUR CLIENT’s behalf.
OUR CLIENT’s key partners under this grant include Networks of People Living with HIV (TALOWADAG, PUNCHAD, DARYEEL and South Central PLHIV Network [SCSPN]); clinical partners providing antiretroviral therapy and HIV testing (CISP, Human Development Concern [HDC], Mercy USA, New Ways Organisation [NWO], Physicians Across Continents, COOPI and Somalia Red Crescent Society Puntland [SRCSPL]); AIDS Commissions (South Central AIDS Commission [SCAC], Somaliland AIDS Commission [SOLNAC], and Puntland AIDS Commission [PAC]). The key partner of OUR CLIENT under this grant is the Ministry of Health in the Federal Government of Somalia (and affiliated States), Puntland and Somaliland. Through these partners, OUR CLIENT provides HIV prevention, treatment and care activities as well as activities to support the strengthening of the health system.
The purpose of this assignment is to develop a Health Integration and Mainstreaming Strategy supporting integration of HIV, TB and Malaria services into the primary healthcare continuum.
Role objectives
This assignment seeks to review and analyse current HIV/TB health service provision to provide Strategic Guidance on how to overcome barriers to integration of interventions for these diseases at different levels of the primary healthcare continuum.
Specific Tasks include:
- Develop a workplan and draft questionnaires for KII’s
- Hire research assistants and pre-tests questionnaires
- Desk review and matrix
- Research Assistants gather information
- Verification of research assistant’s work
- Draft detailed KII questions and proposes interview schedule
- Travels to Somalia (FGS, PL or SL) with field research consultants to conduct KIIs with key stakeholders
- Conducts workshop with government stakeholders
- Conduct follow up with KIIs;
- Conduct inter-sectoral workshop with public and private sectors in FGS, PL, SL
- Draft 3 Strategic Guidance documents for FGS, PL and SL
Revision and endorsement of the 3 Strategic Guidance documents
Activity Deliverables include:
Work plan (should include regular progress meetings with the GF Unit at USSC) and draft questionnaires for Field Research Assistants
Literature Review Conducted (Key Findings Matrix)
Field Research Assistants conduct 1st level KII’s and consultant analyses
Consultant drafts proposed additional/further KII’s and workshops schedules
Consultant conducts 2nd level KII’s and Stakeholder Consultations (2)
Draft Strategic Guidance Document proposing, but not limited to:
- Strategies and interventions needed for integrated HIV/TB services including specific models to support improved integration of services, strengthened linkages for referral and outreach, and linkages with community health services and programs.
- Strategies on how to improve on the referral and linkage mechanisms currently in place.
- An outline of locations and associated services which will be prioritized for integration and systems for referral and linkages.
- Strategies for increased health service demand for those in key populations and the most vulnerable.
- Determining to what extent the “test and treat” protocols have been adopted and if the protocols are not widely adopted, identify the expected risks.

Key competencies
Lead Consultant qualifications include qualifications include:
• An advanced university degree (Master’s or higher) in Medicine, Public Health, Health, Socio-medical Sciences or related field
• At least five years experience in health policy planning, strategy development, implementation, monitoring strategic guidance in Malaria, TB and HIV sectors, preferably in the North African or Middle Eastern regions – with experience in countries of conflict being an advantage.
• Experience in leading and supervising support staff to conduct surveys, key informant interviews
• Experience in facilitating and developing strategy related to private sector urban and rural work in complex environments required.
• Solid technical background, analytical, diplomacy and facilitation skills required on consultancy team.
• Strong writing and reporting skills.
• Good communication skills and ability to work closely with national authorities and with minimum supervision.
• Fluency in English with excellent facilitation skills. Knowledge of Somali operational context and readiness to travel to Somaliland, Puntland and Central South Regions of the Federal Government of Somalia.
Research Assistants Duties and Responsibilities include:
Ensure quality data collection as per study protocol and guidelines and be competent in use of computer and GPS enabled technology.
• Review secondary records and record information as specified during the training.
• Conduct in-person interviews with selected respondents. These interviews will be conducted using paper questionnaires, depending on assignment requirements. RAs will be responsible for contacting respondents at homes, businesses, or institutions, companies to conduct the interviews, Focus Group Discussions and report the interview data back to the Lead Consultant.Team management
