G4S Risk Management are tendering for contracts in Somalia with the intent of increasing the Explosive Ordnance Disposal (EOD) and IED Disposal capabilities of AMISOM (African Union Mission in Somalia) and the SSF (Somali Security Forces).
The contract will initially run from February 2019 (candidates should be available from early Jan 2019) until June 2020.
We are seeking 12 Mentors to support teams of mentors working in the field in various locations across Somalia providing training and mentoring to AMISOM and SSF teams engaged in IED-TM (IED Threat Mitigation) operations.
The full team includes the following roles:-

6 IEDD / EOD Mentor Leaders
14 IEDD / EOD Mentors
20 Search or Route Clearance Mentors
2 Combat Engineers
15 Medical Mentors
1 Bomb Arm instructor
3 Plant Mentors
24 Mentor Support Facilitators
6 English / Somali Interpreters
1 ROV Technician
Our operations will be run from a location in Mogadishu International Airport, with regional hubs in Baidoa, Beletweyne, Dhobley, Jowhar, Kismayo and Mogadishu. From time to time staff will also be deployed to pre deployment training (PDT) centres in Burundi, Djibouti, Ethiopia, Kenya and Uganda.
Contract activities will include the following:-
- Explosive Ordnance Disposal (EOD) / Improvised Explosive Device Disposal (IEDD)
- High Risk Search
- Mechanical Plant
- Medic provision of Advanced Trauma Life Support (ATLS) and Basic Life Support (BLS) training; Medical mentoring and mission support
- Combat Engineering, including:
- Route repair, force protection upgrades and vegetation clearance, use of plant and engineering vehicles;
- Vertical engineering tasks including but not limited to repair, improving and construction of combat engineering defences to include Forward Operating Base (FOB) perimeters, Check Points, entry control points;
- Horizontal engineering tasks such as earth works, route repair, bridge repair airfield maintenance and repair.
- Bomb Arm training and mentoring
- Remotely Operated Vehicle (ROV) maintenance
Pre-Deployment Training (PDT) delivery to Troop Contributing Countries (TCCs) and Police Contributing Countries (PCCs) various locations in Africa (as listed above).
Ideal Candidate:-
Fourteen (14) which will operate from the semi-permanent locations as required and tasked by UNMAS.
Hold an Advanced IEDD Operator and IMAS EOD Level 3 Qualification from an internationally recognised training establishment.
Individuals with 5 years Police Bomb Squad/CSI/Forensics experience are exempt the EOD Level 3 requirement but must hold an Advanced IEDD Operator qualification.
EOD / IEDD experience within 8 years of this RFP. Have a minimum of 5 years cumulative experience in EOD/IEDD. or in case the contractor wishes to propose a staff member who does not meet these criteria, then the CV must contain a very detailed chronological account of relevant work, responsibilities and tasks conducted, including in which capacity, in which country and with what organisation to demonstrate suitability to the position.
Ten to be fluent in English written and spoken, proven either through native speaker or otherwise certified.
One of the IEDD/EOD Mentors must be capable to provide Bomb Arm training when required
Four must be fluent in English or French written and spoken, with a good working knowledge of the other.
