Overview of the position:
Our client serves as an operational arm of the UN, supporting the successful implementation of its partners' peace building, humanitarian & development projects around the world. They provides project management, procurement & infrastructure services to govt's, donors & UN organizations. They have over 30 years’ experience implementing & supporting projects globally, including in some of the most challenging environments, while striving to bring international best practices into all projects. Our client tailors its support to the needs of its partners & can deliver & offer expert advice or manage entire projects or programs. Through their HQ in Copenhagen, Denmark & a network of offices, they oversee activities in more than 80 countries. With sustainable design & construction techniques, they ensure buildings are architecturally appropriate for the environment & culturally sound. An extensive portfolio of successfully completed projects showcases their capacity to produce effective designs for schools, hospitals, bridges, water supply services, courthouses, police stations & waste management facilities among others. Our client provides infrastructure support through assessments, design & planning, construction management, operations & maintenance & advisory services. They procure around $ 800 million worth of high quality goods, works & services each year on behalf of partners, which include: the UN, donor & recipient govt., intergovernmental & non-governmental organizations, international & regional financial institutions.
Role objective:
Our clients East and South Africa Hub (ESAH), based in Nairobi, Kenya, supports programs & projects in 17 countries across East & Southern Africa. In Somalia, they have had a solid & continuous in country expert presence successfully implementing programs since the mid 90's, where it is currently undertaking various projects & initiatives in close collaboration with the Federal Govt. of Somalia, Federal Member States & partners from the global donor community. Our client’s projects in Somalia focus on several key sectors that include infrastructure development, institutional capacity building, project management, advisory services & procurement services.
The EU is currently funding the Resilience Program for Somalia which is based on the objective “to revitalize & expand the Somali economy with a focus on livelihood enhancement, employment generation & broad based inclusive growth”, financed from the European Development Fund (EDF). Under this project our client has been requested by the EU to provide support by filling in the identified gaps with flexible tools & mechanisms to implement the National Development Plan structure by establishing a Partnership Coordination Facility for Somalia. Coordinated efforts are essential in order to transform Somalia into a more resilient & improved, economic sector with greater security, gender equity, improved human development, stronger infrastructure & better access to basic services that is delivered by accountable governmental institutions. This transformation is hindered by slow institutions that are unable to respond quickly to emerging needs. The project will allow these needs to be identified by the Pillar Working Groups & to be satisfied in a timely, strategic manner.
Purpose & Scope of Assignment:
The consultant will be responsible for conducting a scoping study to support decision makers prioritize & develop strategies to support the resilience agenda. As a first step the consultant will be responsible for delivering the following expected outcomes:
Stakeholder Mapping
- Identify key stakeholders (public & private institutions) involved in the resilience agenda at the different levels.
- Through consultations with stakeholders, such as the World Bank (WB), identify & analyse the roles & interests of different stakeholders involved in resilience agenda & the implementation of the Recovery & Resilience Framework (RRF).
- Categorize stakeholders involved in the resilience agenda & produce preliminary analysis aligning different stakeholders interests & objectives & how to engage stakeholders.
- Examining regional efforts like the IGAD Drought Disaster Resilience & Sustainability Initiative (IDDRSI) & their enhanced coordination tools, explore best ways integrate regional efforts, finding strategic links between their humanitarian relief interventions & development initiatives & Somalia’s Resilience Programs.
- Analyse & report on the current coordination mechanisms in the Resilience sphere & mapping of relevant interventions.
- The consultant should provide recommendations based on their analysis.
Resilience Pillar Working Group
- Through analysis & consultations with stakeholders, working closely with the UN lead, as well as the Donor Co-Chairs & Govt. Leads, asses how to effectively achieve targets of the overall Aid Coordination structure, more specifically the Resilience Pillar Working Group (PWG) – proposing best practices & strategies to harmonize efforts.
- Explore the current information flow & the annual work plans of the Resilience PWG & propose recommendations on more effective tools & strategies.
Project reporting:
- This role reports to the Project Coordination Officer.
Team management:
- This role does not have team management responsibility.
Geographical experience:
- Minimum of 7 years of experience in Africa (essential).
Languages:
- Fluency in English (essential) and Somali (desirable).
Academic Qualifications:
- Advanced Degree (Master’s or higher) in International Development, Economics or a related Social or Political Science Discipline.
Experience & Skills:
- A minimum of 7 years’ relevant work experience in the field of international development cooperation &/or employment policy gained through work in a govt., consultancy or international development agency context.
- Experience in working with & providing policy & technical advice to high ranking officials preferably govt. institutions.
- Experience in aid coordination, Somalia &/or other fragile states would be a considerable advantage.
- Experience working on or managing large & complex programs, in coordination with govt. authorities.
- Excellent interpersonal & communication skills including oral, written & skills.
- Ability to translate strategic thinking & innovative ideas into practical operational recommendations.
- Excellent analytical skills, ability to synthesize & clearly present complex processes & issues.
- Ability to meet tight deadlines & work independently without supervision.
Language Requirements:
- Fluency in written & spoken English.
- Proficiency in Somali language is an asset but not a requirement.
