TERMS OF REFERENCE (TOR) FOR SOLAR BATTERIES AND INVERTERS INSTALLATION IN SOS HG SHEIKH SECONDARY SCHOOL

1-Introduction:
SOS Children's Villages is an independent, non-governmental social development organisation that has been active in the field of children's rights and committed to children's needs and concerns since 1949. SOS Children’s Villages International is the umbrella organization to which all SOS Children’s Villages including SOS Children’s Villages Somaliland Association is affiliated. SOS is committed to the welfare of children – often throughout the whole of their childhood, and to strengthening families and communities as a preventive measure in the fight against abandonment and social neglect. With the SOS Children’s Village concept, the organization pioneered a family approach to the long-term care of orphaned and abandoned children. SOS Children’s Villages upholds child protection policy and our work reflects our commitment to the protection of children and youth from abuse.
SOS Hermann Gmeiner Secondary School in Sheikh was the first project started by SOS in Somaliland and was established in 199 and has been functional since that time. Currently, the school accommodates 240 students from all over Somaliland.
2.Design Overview and Scope of supply
This tender document describes the technical requirements of the solar photovoltaic (PV) equipment to be supplied to SOS HG Sheikh Secondary School.
The expected system of this school must generate into three phase 415VAC 50Hz networks, while loads are predominantly single phase (240VAC).
According to the system design, the main components are as shown in the Table below.

3.Tenderers are expected to:
§ Provide detailed single line and block diagram for the school’s solar PV hybrid system (Battery included)
§ Wiring details,
§ Specify battery capacity and battery strings with respect to the three phase inverter arrangement;
§ Inverter configuration,
§ Automatic change over mechanism between the solar system/batteries and the existing generators in case of emergencies.
§ Number of hours the generators will be turned off per day.
§ To get at least 52kwh
§ Any additional components or accessories deemed necessary as part of the system must be stated and fully specified.
§ Design, Supply, Installation, Testing and Commissioning of Solar Battery System For SOS HG Sheikh Secondary School
§ Conduct a site visit to the school to familiarize with the existing 30 kW solar hybrid system that is currently operational in the school

The project will start as soon as a qualified company is hired. The project will be implemented in 3 phases and in this first phase; the school wants to get an energy equivalent to 52 Kwh. The remaining phases will be implemented in the subsequent years.
