Somalia Strengthening Institutions for Public Works Project (SSIPWP)
The SSIPWP project is the centre piece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and the state-level Ministries of public works and the Banadir Regional Administration (BRA) public works department. By developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
SSIPWP project is funded by the African Development Fund (AFDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and our client
The purpose of the SSIPWP project is to improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works
The Federal Ministry of Public Works, Reconstruction and Housing is responsible for managing, building and rehabilitating federal government buildings and the physical infrastructure of the country. The Ministry has always been the custodian authority of all infrastructures, buildings, bridges, highways and roads, land plots, land tenure, national infrastructure policy, urban planning and topographic and cartographic research in Somalia.
GENERAL FUNCTIONS
Role objective:
Under the overall guidance of the Project Manager and the Project Director of the Somalia Strengthening Institutions for Public Works (SSIPWP), the ICT Specialist is responsible for the information technology related services and functions to support the primary ICT management of the Federal Ministry of Public Works, Reconstruction and Housing. As required, the consultant will also provide support to the state-level ministries of public works and Banadir Regional Administration (BRA).
Expected output:
· A major focus of the ICT responsibilities include, but not limited:
· Developing sustainable ICT infrastructure that meets the needs of Ministry;
· Installing systems and software that improve the operations of the Ministry;
· Preparing Standard Operating Procedures, Guidelines, processes and other documentation on how to use and maintain ICT infrastructure, systems, applications and processes;
· Delivering training to ICT staff and other appropriate staff;
· Implementing systems that provide platforms and encourage learning and information sharing across Ministries;
· As required, provide ICT support concerning the VTC functions to the state-level ministries and BRA.
· Define software, hardware and network requirements for the Ministry, BRA and states
· Analyze IT requirements within Ministry of Public Works federal, BRA and state level and give independent and objective advice on the use of IT.
· Develop agreed solutions and implement new systems with both Institutions.
· Present ICT solutions in written reports
· Help Ministry, BRA and States staff with change-management activities
· Purchase systems where appropriate for the relevant Institutions
· Design, test, install and monitor new systems
· prepare documentation and present progress reports to MPWRH
· Organize training for users and other consultants.
Specific deliverables
1. Set-up checklist forthe,operation andmaintenance of ICTin a Ministry
a) Network Hardware established (such as use of firewalls, servers, gateways, routers, network bridges, modems, wireless access points, networking cables, line drivers, switches, hubs, and repeaters).
b) Software (standard software to be used);
c) Applications (harmonized approach to Office email accounts);
d) Electronic record management (including periodic back up);
e) Security (managing passwords and system access, firewall, internet security);
f) Installing new equipment (PCs, laptops, printers, scanners etc. along with their related drivers;
g) Maintaining the connection to the internet and liaising with the ISP when there are connection problems.
h) Administration (maintaining records of software licenses, domain names, service contracts for peripherals like printers, liaising with vendors)
i) Setting up shared folders, disk quotes, and granting / reducing access rights to data, systems and applications.
2. Provide effective ICTmanagementsystemforthe ministry
a) Assessment and evaluation of information technology capacity and requirements of each beneficiary in terms of updating hardware and software to acceptable levels, the skills available in each Ministry and external support that may be available locally.
b) Conduct of ongoing proactive evaluation of system performance, identifying areas of inefficiencies and potential problems. Identification and implementation of corrective actions to achieve improved and uninterrupted services. Recommendation of back-up options in potential problem areas that are ďeLJoŶd oŶe’s ĐoŶtrol.
c) Ensuring security of information technology operation at all times. Development of back-up programs and ensuring strict implementation.
d) Establishment of protocols and control systems to ensure that all information technology equipment is maintained regularly and in proper working condition.
e) Promoting harmonized approaches across all beneficiaries including participation in information exchange meetings for systems co-ordination, consistency in direction, policy and standards; also for knowledge sharing on software expertise.
3. Identifies, introduces,installand maintainssoftware applications
a) Recommendation of applicable software packages to use, understanding user/clients specification, needs and requirements to achieve client satisfaction.
b) Maintenance of application systems and in collaboration with clients/users mutual agreement on changes/modifications to existing programs and reports generated to ensure continued system effectiveness and relevance.
c) Provision of reports, ad hoc or otherwise, required for management information and as tool for decision-making.
d) Develop a technical platform of the MiŶistrLJ’s iŶtraŶet aŶd ǁeďsite.
4. Provides efficienttelecommunications** servicefortheministryand the stateministries& BRA
a) Set up of VTCs in the MPWR&H and state-level ministries and BRA;
b) Training on their use by the Ministry so that maximum advantage can be made out of this technology;
c) Recommendation of strategies to ensure and improve global connectivity and telecommunication facilities.
d) Proactive maintenance of telecommunications equipment to avoid interruption of service.
e) Develop use and maintenance manual for the VTC’s.
5. Develop andimplementsystemmaintenance
a) Develop strategies to oversee the maintenance and development of the
teĐhŶiĐal platforŵ of the MiŶistrLJ’s iŶtraŶet aŶd ǁeďsite;
b) To liaise with relevant staff in the maintenance and development of all ICT based business support systems;
c) Identify potential risks and opportunities relatiŶg the ŵiŶistrLJ’s ICT system including storage capacity, disaster recovery, system security and make appropriate recommendations for future adaptations.
The above tasks and responsibilities are not listed in priority order and the consultant should not place emphasis on the timing of each task within the forgoing job description. From time to time the key tasks may be varied and the consultant is expected to take on such variation within the constraint and the level of responsibilities.

ESSENTIAL EXPERIENCE
Education:
§ Master's degree in recognized institution and/or Bachelor's degree in recognized institution.
Work experience:
§ Minimum of 6 years of demonstrable relevant Information Technology experience.
Geographical experience:
§ Minimum of 7 years of experience in Africa (essential).
Languages:
§ Fluency in Somali and English are essential.
Key competencies:
Knowledge/Skills/Professional Requirements
University Masters or degree from recognized institution
Minimum 5 years’ hands on experience of managing and maintaining ICT systems for large corporation and public institution
Knowledge of managing a service or help desk with service levels to the end users
Highly developed interpersonal skills including written and verbal communication in Somali language and preferably English
Skills, with demonstrated experience in supporting, coaching and training staff – up to and including first level hardware and software support.
Knowledge of Microsoft SharePoint and experience of its implementation
Self-motivated and able to prioritize own workload to meet deadlines
Creativity, innovation and ability to adapt an evolving work environment.
Other relevant information:
Travel
The ICT specialist will be based in Mogadishu (MPWRH) but will make periodic visits to State capitals. The consultant should establish remote access so that he or she can fix computer related problems remotely without necessarily need to make trips to the States.
