Somalia: Programme Officer - Emergency, Somalia

About the role: This is a 12 months (September 2018 – August 2019), replacement role with unaccompanied terms based in Hargeisa, Somaliland, with a salary of Grade 1 €29,326 - €32,585. Further contract extension is subject to funding.

You will report to the Somalia Emergency Coordinator, and work closely with Emergency Field Coordinators, sector-specific Programme Managers, Somaliland Area Coordinator, Grants & Information Manager, Country Finance Controller, and HQ Desk Officer.

We would like you to start by end of September 2018.

Your purpose: This position assists Concern’s Somalia programme in smooth implementation and management of multi-sector emergency response actions (Food Security/Cash, Health & Nutrition, WASH, Education), as well as in the development of narrative and financial proposal and reports. The Emergency Programme Officer will be based in Hargeisa (Somaliland) and will make travels to programme areas in Somaliland, South-Central Somalia and to Nairobi when necessary. He/she primarily assist the Emergency Coordinator in organizing in- and out-flows of emergency programme communication, PEER plan and reporting both internally and to donors.

You will be responsible for:

Assistance to Programme implementation

· With guidance from the Emergency Coordinator, assist in the effective implementation of emergency preparedness & response component of the country programme.

· Liaise with the multi-sector programme managers and M&E team to keep track of progress of activities and towards logframe indicators.

· Assist the Emergency Coordinator to compile a procurement plan in coordination with the programme team; track supplies requests and make timely follow up with logistics team in Mogadishu and Nairobi.

· Provide inputs and assist Emergency Coordinator on preparing partner MoUs and reviewing partner plans and budgets.

· Assist the Emergency Coordinator in the regular reviews, updating and implementation of the PEER plan.

· Assist the Emergency Co-ordinator in the undertaking of different surveys (base/endlines, post-distribution monitoring), evaluations, and assessments as required, in close liaison with the M&E team.

· Support in maintaining a beneficiary database.

Funding and Proposal Development

· Support on concept note/proposal writing as new opportunities arise, taking a lead on coordinating inputs from various teams/colleagues.

· Gather intelligence on donor strategies and funding prioritization and share with the Emergency Coordinator and the Grants & Information Manager.

· Provide support in managing rapid needs assessments as necessary.

Grants Management & Donor Reporting

· Support writing of timely sit-reps and monthly reports on emergency activities and outcomes.

· In support of the Emergency Coordinator and working closely alongside the Grants and Information Manager, produce donor and internal reports on time and to a high standard, ensuring effective compilation of inputs and cohesion between narrative and financial reporting.

Coordination and representation

· Represent Concern in coordination meetings: clusters, NGO Consortium, etc. as needed and share notes appropriately from these meetings.

· Ensure Concern’s information is keep up-to-date within the 4W matrices and other coordination tools.

· Get updates from FSNAU, FEWSNET, SWALIM, OCHA and different clusters to be shared with the Emergency Coordinator and relevant staff.

· Produce a mapping of emergency interventions and present in visual form.

Communication

· Assist in organizing collection of, directly developing and/or editing communications materials and case studies including photos and human interest stories, in line with donor requirements and internal requests.

· Keep a database of communications requirements and materials, and coordinate with the Grants and Information Manager and HQ to ensure their effective use to promote the programme (e.g. via website and social media).

Your skills and experience will include:

Essential:

o Degree in Humanitarian Assistance, Development Studies, International relations or other relevant discipline

o Minimum 1 year experience in a similar capacity in an NGO overseas

o Excellent English writing and communication skills

o Experience writing reports and/or proposals

o Knowledge of major humanitarian donor requirements (ECHO, DFID, Irish Aid, UN, etc)

o Understanding of cross-cutting issues particularly (gender) equality and protection.

o Demonstrable understanding of Accountability, ideally familiar with the Core Humanitarian Standard on Quality and Accountability (CHS) in application.

o Good knowledge and competence of computer applications such as Microsoft Office suite

o Ability to work on own initiative and as part of a multi-cultural and multi-disciplinary team.

o Ability to organise and prioritise workload, using initiative when appropriate

o Ability to cope with stress and work under pressure often to strict deadlines.

o Ability to manage multiple job tasks simultaneously.

o Self-motivated and proactive.

Desirable:

· Analytical and problem-solving skillsBasic understanding of Somalia’s humanitarian and political situation

· Prior experience working in a humanitarian setting, ideally in the East/Horn of Africa

· Technical understanding of (one of) the following programmatic areas would be a bonus: Food Security/Cash, Health & Nutrition, WASH, Education, Protection

· Familiarity with the SPHERE and Humanitarian Principles

· CaLP (Cash Learning Partnership) level 1 certification
