WYG is tendering for an EU funded 36 month programme; Latin America Investment Facility (LAIF).
LAIF is enabling the Commission to engage in more complex environments, such as higher income countries, sectors (infrastructure,) and projects (size, complexity) which would have been out of reach through the classic cooperation.
The The overall objective of the assignment is to improve the quality the projects financed by LAIF, the overall visibility of the Latin American Investment Facility Programme (LAIF) in particular in the region which in turn should contribute to poverty reduction.
We are seeking candidates for Key Expert 1: Team Leader position.
Qualifications and skills
University degree Economics, Business Administration, Engineering, Finance) or equivalent professional experience of at least 5 years (supplementing the specific professional experience mentioned below).
Extensive knowledge in EU development cooperation programmes, project cycle management and EU contractual and financial procedures.
Good managerial, communication and inter-personal skills, qualities of dialogue and of negotiation.
Excellent command of English and Spanish.
Good knowledge in project finance of large infrastructure projects, public investment financing, financing instruments. Knowledge of blended finance will be considered an asset
General professional experience
Proven experience in project formulation for development projects (minimum of 5 years).
Proven experience as team leader (min duration of 4 years) in technical assistance projects
Knowledge of blended finance will be considered an asset.
Knowledge of EU project management processes will also be considered an asset
Specific professional experience
Minimum 5 years of experience working in or with development banks, national, regional or international development institutions.
Minimum 10 years of experience in coordination, management and implementation of multi-countries, regional or bilateral cooperation programmes
Proven experience (min duration of 4 years) in development cooperation projects in Latin America.
Specific experience working in the private sector/banking would be an asset.
The Team leader will be the main counterpart for the contracting authority and responsible for the deliverables of the contract and their quality, provide supervision to the rest of the team and maintain strategic guidance and steering to the contract.
