Duration: 30 Months (depending on continued budget availability and need for the position as well as satisfactory or better performance evaluations)

About MPWR&H
The Federal Ministry of Public Works, Reconstruction and Housing is responsible for managing, building and rehabilitating federal government buildings and the infrastructure of the country. The Ministry has always been the custodian authority of all infrastructures, buildings, bridges, highways and roads, land plots, land tenure, national infrastructure policy, urban planning and topographic and cartographic research in Somalia.

Somalia Strengthening Institutions for Public Works Project (SSIPWP)
The SSIPWP project is the centre piece for building the capacity of the Federal Ministry of Public Works, Reconstruction and Housing (MPWR&H) and the recently established state-level Ministries and the Banadir Regional Administration (BRA) by developing more effective, efficient, inclusive and accountable institutions for public works and infrastructure.
The SSIPWP project is funded by the African Development Fund (ADF) and the Transition Support Facility (TSF) of the African Development Bank (AfDB) and implemented through a Tripartite Protocol Agreement between the Somalia Federal Government, African Development Fund and the United Nations Office for Project Service (UNOPS).
The purpose of the SSIPWP project is improve the capacities of MPWR&H, State-Level Ministries and BRA responsible for public works to enable them independently plan, manage and oversee infrastructure construction projects and maintenance of public works (Project Appraisal Report, 2016).
Purpose of the Position
The ICT Officer will design and develop new and improve existing ICT Systems on behalf of the Ministry of Public Works, Reconstruction and Housing. This includes training of national staff on software designs, standards and tools. He/she shall be responsible for providing technical and professional support to the staff of the Ministry.
Scope of Service
Reporting to the director of Finance and Administration, the incumbent is responsible for:
o Improve ICT (including systems, structures, hardware and software, website etc.) of MPWRH and provide excellent services to Ministry staff for smooth utilization of IT software and hardware. This includes flawless ICT connectivity of Ministry and its staff, maintenance of ICT systems and up-dates of ICT.
o Maintain up to date inventory of ICT software’s and hardware’s for the Ministry
o Be responsible for an efficient stock control system and associated records, order of equipment’s and supplies to secure best value for IT goods and services.
Duties and Responsibilities, include, but not limited to:
o Provide technical support to MPWRH staff vis-à-vis ICT systems, hardware and software and continuously improved the Ministry’s ICT infrastructure and application
o Ensure ICT security of MPWRH and ensure the safe use and protection of ICT equipment
o Develop a maintenance schedule for all Hardware and software of the Ministry
o Provide user support for corporate systems including communications and desktop applications and provide resolutions to problematic issues
o Set-up and maintain the internet and other IT network infrastructure to ensure it provides a secure and stable use as well as ICT based working environment for the Ministry, including data storage and protection
o Provide efficient and effective support on a day-to-day basis to users of the network
o Responsibility includes occasional provision of trainings to users of the ICT system.
o Operate, maintain, and support central business applications, end point ICT devices or infrastructure for all Ministry ICT services.
o Set-up and maintain shared ICT Services for MPWRH.
o Help desk to staff to ensure their use of IT, internet and applications.
o Manages network access rights and Ministry systems access profiles in line with agreed Ministry policy.
o Supports procedures and practices within the team to ensure that systems can be restored in a business recovery situation (safe storage of MPWRH intellectual property etc.).
o To enforce software licensing controls for all software used within the Ministry to ensure that the Ministry is not exposed to litigation due to software piracy.
o Specify and procure ICT equipment, software and other technical items required to deliver ICT projects/Ministry and establishes appropriate working relationships with suppliers as required.
Required Qualifications, Experience and skills
o Minimum Bachelor Degree in computer science, engineering system, business and information technology.
o Knowledge and experience of corporate systems and desktop environment
o Knowledge and experience of supporting server hosted applications
o At least 2-3 years of professional work experience in IT
o Excellent organizing skills and problem solving capacity
o Good interpersonal skills with a proven ability to communicate effectively
o Experience of strategic or operational ICT in a large organization, preferably government Ministries and advanced skills in web technologies would be an asset.
o Proven track record of software/hardware installation, testing and support
o Advanced skills in ICT capacity management, IT solutions and Data technologies
o Excellent IT infrastructure design and development skills as well as proven IT Security leadership
o Ability to improve ICT infrastructure, hardware, software & tools and to train staff for effective utilization thereof
o Ability to apply detailed knowledge and support skills within ICT to deliver an effective and efficient ICT interface as well as public service delivery
