1.Job Summary
Under the overall guidance of the senior program officer, the Project officer will be responsible for day-to-day implementation of program activities in assigned geographic locations. S/he is a full time member of CARE emergency staff in Puntland and will implement in collaboration with other Project Officers, senior program officer and the humanitarian program manager. S/he will plan activity implementation, monitor program activities on regular basis, mobilize and engage beneficiary communities, and coordinate with government ministries as well as national and international agencies to ensure most vulnerable people are served and that there is no overlap in provision of humanitarian assistance.
2.Roles & responsibilities
R1: Program Implementation and planning
1.1 Insure proper implementation of emergency program activities in assigned geographic locations and ensure planned activities are executed on time according to project implementation plans.
1.2 Insure registration of all beneficiaries through biometric system.
1.3 Involve and inform communities, community leaders, and other stakeholders about project goal, objectives, beneficiary targeting criteria, duration of project etc.
1.4 Establish transparent with all stakeholders including government line ministries and local authorities and engage them in the project planning, monitoring and implementation.
1.5 Coordinate and supervise field-based activities in compliance with the legal, contractual, and statutory requirements and agreements with donors and government.
1.6 Conduct monthly market price monitoring in the main towns in your district of operation.
1.7 Insure integration of CARE emergency program activities, such as nutrition, food security and Wash.
1.8 Lead the cash assistance in community selection, beneficiary selection and registration, preparing beneficiary database, and verification of beneficiaries.
1.9 Ensure continuous collection of data on humanitarian gaps/priorities and that project activities address the needs of target populations.
1.10 Share your monthly and individual weekly work plans to the senior program officer and the humanitarian program manager.
R2. Field Monitoring, reporting and accountability
2.1 Conduct timely field monitoring visits to project sites to ensure activity implementation is always on track and any deviations are corrected.
2.2 Ensure timely field assessment and surveys are conducted in all project sites and other locations as required from time to time.
2.3 Prepare field assessment reports and share with senior program officer for review and approval.
2.4 Provide updates on project implementation status and challenges on monthly basis.
2.5 Ensure that there is an adequate level of community participation during project implementation.
2.6 Counter check proposed activities against tasks accomplished and take corrective measures where needed.
2.7 In liaison with the senior program officer and the humanitarian program manager, facilitate regular project monitoring activities and provide necessary support to field staff.
2.8 Collect, document and share program successes/impacts (success stories, photographs, etc.) throughout the program implementation period.
2.9 Submit regular reports to senior program officer for review and onward submission.
R3. Coordination and information sharing
3.1 Ensure implementation of project activities is closely coordinated with government ministries, local communities and national and international agencies to avoid overlap and duplication.
3.2 Ensure a good flow of information and good communication between field and the sub office
3.3 Maintain project visibility as required by the donor at all times.
3.4 Participate in relevant networking forums and other CARE organized functions
R4. Other duties
4.1 Notify the humanitarian program manager any discrepancy, serious incident or any urgent information which may need immediate consideration regarding day to day project activities
4.2 Fulfill any additional assignments as deemed necessary by the organization.
3.Working Conditions
These positions will be based in Galkayo with frequent travel to project sites throughout Puntland, particularly in Jariiban and Galdogob districts.
4.Required qualifications and competencies:
Should have a Bachelor’s degree in social sciences or related fields.
2-3 years’ experience in food security, livelihoods
Good experience in undertaking rapid assessments and report writing
Excellent interpersonal, planning, organizing, communication skills
Clearly conveying information and ideas through a variety of media to individuals or groups in a
manner that engages the audience and helps them understand and retain their message
Ability to work independently and meet deadlines yet effectively coordinate program activities with other CARE projects being implemented
Ability to establish effective working relations with other staff and stakeholders
Ability to work under pressure and with minimal supervision
Ability to meet time-sensitive deadlines
Fluency in written and spoken English and Somali languages.
