Title Assessing the Impact of drought in WV Somalia operational areas in Puntland and Somaliland to Guide the design and implementation high Impact and Sustainable Interventions
Assessment Type Needs Assessment
Assessment Purpose The purpose of the Assessment is to:
• To establish the current situation of the targeted population and provide information, analysis and recommendations that will help WV Somalia to plan, design and implement projects that innovatively and sustainably enhance the resilience of the target population against recurrent drought related shocks.
• To provide representative qualitative and quantitative information on livelihoods, WASH, Health and Nutrition for the targeted locations
• To critically analyse and triangulate primary and secondary data to decipher pertinent historical patterns that affect the population vulnerability to drought related shocks.
• Identify and analyse past drought response interventions, outcomes and lessons learned that can influence implementation of an innovative, contextualised and sustainable programme.
• Identify protection needs arising due to the effects of drought and propose possible ways of intervening to mitigate these effects.

The consultant will assess to what extent the current drought has affected the population livelihoods, WASH, Health and Nutrition statuses. The consultant should ascertain;
• Impact of drought on Food Security/livelihood needs of the population and their Copying strategies
• Impact of drought on Health and nutrition needs of the population
• WASH coverage and impact of Drought on access to WASH infrastructure and services.
• Specific needs of IDPS in the above sectors
• Impact of drought on children and how WV Somalia interventions can respond to mitigate adverse effects. - Consultant Responsibilities during Assessment
The consultant will use the baseline methodology and WV Somalia will provide HH Survey tools
Train enumerators
Work with field staff to coordinate assessment schedule
Supervise enumerators during data collection in the field
Data verification during data collection
Data entry and analysis
Reporting
Retain original data collection tools for 3 months after final submission of Assessment report - WV Somalia Responsibilities during Assessment
Arrange and fund all international flights and Somalia travel/ logistics, including visas
Arrange accommodation and meals
Source, hire and pay for enumerators (depending on the project)
Provide Security Briefing to consultants
Arrange key information interviews and focus-group discussions as per the Assessment plan
Review all plans/ tools before use
Review all reports and provide feedback
Product
Assessment Report - No more than 30 pages (without annexes)
- Including, but not limited to, sections on context, sampling, methodology, findings (including table showing comparison of primary data outcomes with secondary data), analysis and recommendations
- Includes photos and quotes highlighting significant change/impact of drought the key sectors
- Annexes with the following information:
i. List of enumerators
ii. All data collection tools
iii. Findings on the impact on gender, disability, resilience, child protection - 1- page “fast facts” Assessment summary
- 15 minutes Assessment summary/ review PowerPoint presentation to be delivered at Nairobi national office level
- Soft copy of raw data set for any quantitative data
- Soft copy of cleaned data set for any quantitative data
- Soft copies of data collected during qualitative data collection exercises (i.e. interview notes)
