Concern Worldwide invites Expressions of Interest for the provision of the following consultancy services:

Design and facilitate a Cross Sectional Study on the impact of different project interventions on the well-being and development of durable solutions for Displacement Affected Communities (DACS)

Background

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern engages in long-term development work, responds to emergencies, and seeks to address the root causes of poverty through development, education and advocacy work. Concern has been active in Somalia since 1986 despite the political and social instability and constant insecurity that characterize the country. The organization is currently implementing several multi-sectoral emergency and development programs encompassing livelihood security, nutrition, water sanitation and hygiene, community education and durable solutions in the south-central Somalia and Somaliland.

The current insecurity, in accessibility to most communities and the drought that has ravaged most household livelihood options and has resulted in massive displacement of people resulting in sprawling of IDP settlements within areas considered secure including the South West State. On overall, an estimated 1.1 million IDPs currently live in Somalia, displaced due to the insecurity and the prevailing drought, with Baidoa Town alone currently hosting over 169,000 IDP in 185 IDP settlement sites.

EIDACS Response

Concern Worldwide in partnership with three other NGOs; Danish Refugee Council (DRC), the Norwegian Refugee Council (NRC) and Gargaar Relief and Development Organization (GREDO) have received funding from the European Union for a project titled “Enhancing Integration of Displacement Affected Communities in Somalia (EIDACS)”. It is a 3-year program aimed at creating a conducive environment for displacement (or mixed migration) affected communities in Somalia to reach a durable solution and targeted areas are Afgoye, Merka and Baidoa in South West State.

EIDACS project is an innovative initiative developing durable solutions for re-integrating displacement-affected communities for wider up-scaling of the solution that impact in ensuring a conducive environment for re-integration. The implementing approach put the affected communities at the center of all initiatives, allowing them to make decisions on the services they need, thus resulting in community-driven durable solutions that address existing and future service needs and livelihood opportunities.

EIDACS project focuses on three dimensions of re-integration durable solution:

  • Protection, Security and Social Cohesion, where Displacement Affected Communities (DACs) are able to influence decisions, policies and agreements that affect them collectively as well as where to live and how they are governed resulting in Physical and Legal Safety.

  • Adequate Standard of Living, where DACs have improved access and use of basic services/material safety as other non-displacement affected communities resulting in Material Safety for DACs.

  • Access to Livelihoods, where DACs have the same access to adequate livelihoods through generating income, acquiring assets, gainful employment, and managing financial risk as other non-displacement affected communities.

Specifically, EIDACS Project focuses on delivering durable solutions for displacement affected communities and the Overall Objective is to create a conducive environment for displacement (or mixed migration) affected communities in Somalia to reach a durable solution

There are four specific objectives, which are:

  • Displacement-Affected Communities (DACs) are able to influence decisions, policies and agreements that affect them collectively as well as where to live and how they are governed

  • DACs have improved access and use of basic services/material safety as other non-displacement affected communities.

  • DAC have the same access to adequate livelihoods through generating income and assets, gainful employment, and managing financial risk as other non-displacement affected communities

  • Learning on best practices and lessons on Durable Solutions disseminated by EIDACS programming is utilized by actors and stakeholders working in Somalia.

  • Consultancy Purpose

The overall scope of the consultancy is the designing, development and undertaking of a cross sectional study that effectively captures project intervention outcomes on targeted households. The consultant will be expected to undertake desk research to understand the project intended outcomes, project approach and the targeted location context. Develop study methodology, undertaking a series of trainings and technical backstopping (remotely) during data collection, data analysis including data interpretation, report writing of the study and as well as the development of a strategy to sustainably integrate the cross sectional monitoring initiative into EIDACS’s project implementation activities. The entire Consultancy will cover a period of 25 chargeable days from February 2018 to April 2018.

Consultancy Objectives

Review of EIDACS project documents and methodologies for the consultant to understand the overall project goal and the project impact chain that will allow the project to attain the desired result.

Based on the project documents, discussions with management and the Project M&E plan, design a cross sectional study methodology to learn about the impacts of different interventions on disaggregated displacement affected population groups (IDPs, Returnees, Host Communities) within the specific context of Somalia..

Provide training to EIDACS Field Staff on the cross sectional study methodology, the data collection tools and the analysis framework.

Facilitate the undertaking of the initial data collection for cross section study, including remotely supervision of data collection; data analysis and study report compilation.

Develop a strategy for the integration of routine cross sectional study data collection into the EIDACS programme normal project implementation, learning, monitoring and evaluation initiatives. Create a work plan for integrating the cross sectional study activities into the overall EIDACS Programme M&E plan

Deliverables and Expected Outputs

The following outputs are expected from the consultant:

Inception report including the detailed methodology the consultant would like to follow in undertaking the task

Detailed design and methodology to guide the EIDACS team undertake the cross sectional study that includes but not limited to

-Research questions; -Research approach and methodology; -Research analysis plan and framework: -Data collection tools and analysis framework -Participatory data analysis with data collection team -A comprehensive study report with clear findings, household status at the point of study, action plans and future study management recommendation

Methodology

The Lead Agency Programmes Director, the EIDACS Consortium Coordinator and EIDACS field staff will guide the consultancy through engage at Inception report phase, field data collection and on draft report feedback. Any concerns or issues arising will be referred to the Lead Agency Programmes Director.

Collaboration and Stakeholder Liaison

ReDSS is the learning partner for EIDACS responsible for disseminating EDICAS programme- informed learning and ensuring that the learning is incorporated into Re-Integration government policy and replication recommendations. The consultant will work closely with ReDSS in finalizing the study methodology. In addition, will give a debriefing to MoPIC representatives who are strategic stakeholders in EIDACS project as they lead in ensuring that EIDACS learning is utilized by Durable Solution actors and stakeholders working in Somalia through capturing the learning through bi-annual policy and replication bulletins documented by the ministry.

Timeline

The consultancy timeline is flexible, with a maximum timing period of 60 days dependent on the consultant implementation plan and attainment of the set deliverables. The assignment completion date cannot go beyond 60 days from date of signing contract.

Reporting

A maximum 25 page clearly written, to the point and utility focused report (excluding annexes) written in plain English is required with the research question clearly reflected as subsections in the findings chapter. A table setting out each key finding from each research question should be included to allow for comparison of findings for IDP and Host community beneficiaries and for comparison with future study findings. Any data tables or graphs should be limited and convey essential points simple. The Executive Summary should concisely present key findings, key recommendations and learning.

Payment Procedure

Agreed rates will be based on prevailing market competitive rates and value for money. The Consultant is expected to provide a financial proposal for the whole assignment. Payment will be on installment basis and is to be agreed between both parties.

Contract Management

The consultant will report to the Lead Agency Programmes Director or her delegate on contractual and study deliverables.

The consultant will liaise with the Consortium Coordinator on contract administration and management, the Baidoa and Afgoye Area Programme Teams on data collection.

The consultancy contracts will be held with Concern Worldwide who will also arrange travel, logistics and accommodation in Baidoa

Consultant Profile

At least seven years' experience in the design and implementation of evaluations, assessments or baseline surveys including qualitative and quantitative data collection;

Previous work experience in the area of migration, durable solution and/or protection of civilians;

Excellent knowledge and understanding of research methodologies and processes;

Experience in the development of Monitoring and Evaluation tools, analysis frameworks and ability to absorb, consolidate and communicate large amounts of data and information simply and concisely; gathering and systematizing large amounts of data; working with local partners

Proven ability to manage highly confidential and sensitive information through a protection lens

Excellent inter-personal, report writing, participatory facilitation and workshop design skills

Willingness to travel to Somalia under the security framework of a partner agency; ability to operate in insecure environments

Fluent in both spoken and written English

Immediate availability to undertake the assignment

    • A list of previous work done (Work Completion Certificates)

    • Telephone and email contacts of at least three (3) referees who can validate technical expertise

  • A financial proposal quoted in USD (US Dollars) for the whole assignment
