OVERVIEW OF THE POSITION
The Ministry of Finance of the Federal Republic of Somalia is undertaking enormous fiscal and economic reforms to transform the financial future of the country. During this exciting period of reform, the Ministry seeks a qualified, experienced and dynamic Strategic Financial Advisor within the Ministry
GENERAL FUNCTIONS
Role objective:
The main objective of the Strategic Financial Advisor is to ensure that the overall objective of improving financial and economic governance in Somalia, as a foundation for overall good governance, economic development and political stability is achieved. Further, the Advisor is also expected to play a key role in addressing the Government’s institutional capacity deficiencies and improving the management of PFM systems.

Duties and Responsibilities:
The Strategic Financial Advisor will be an integral part of the Ministry and will work under the general oversight of the Minister. The Strategic Financial Advisor will be involved in a range of functions that support the Minister and the Ministry’s leadership in the management of all projects across the Ministry and other Government institutions. A key element will be to support the ongoing and continuing transformation of the Ministry through the overall coordination of policies and projects. The Strategic Financial Advisor will be responsible for supporting the Minister, and the Ministries senior management team, with the following specific duties:
Tasks and Responsibilities
• Take the lead in initiating preparatory work on developing long term fiscal reform strategy
• Developing an Appropriate long term Strategy for Public Financial Management reforms in conjunction with relevant Ministries and departments
• Establish a reform governance framework, including a Steering committee focused on IMF Staff Monitoring Program reforms and the national Debt relief process
• Lead on the best use of current laws and regulations to support revenue mobilization initiatives, Public Financial Management as well as other enablers legislations and policies
• Formulating policy guidelines for desired capacity building program and designing training courses for skilled and professional staff of the Ministry;
• Assessing and evaluating existing systems, processes, procedures, and practices currently used by existing staff of key departments of the Ministry and propose amendments for efficient and effective management;
• Develop a financial risk assessment strategy;
• Analysing the Somali economy and potential revenue sources for maximizing revenue mobilization while working in partnership with the other line Ministries and the Cabinet Economic Committee
• Presenting policies and progress reports to the Minister and other stakeholders as required;
• Reviewing and developing internal standard operating procedures for key departments to enhance effectiveness and efficiency across the Ministry;
• Designing and introducing models for effective and transparent decision making processes, and improving communications and cooperation with other ministries

ESSENTIAL EXPERIENCE
Education:
§ Master's degree in Business Administration, Accounting, Taxation, Fiscal Policy Management.
Work experience:
§ Minimum of 10 years of demonstrable relevant Public Finance experience.
Geographical experience:
§ Minimum of 5 years of experience in Africa with local experience in Mogadishu is an advantage.
Languages:
§ Fluency in English and Somali are essential.
Key competencies:
Education
• University master of business administration, accounting, taxation and/or fiscal policy management, plus Qualified Accountancy qualifications (CPA/ACCA/CIMA) and strong quantitative skills advantageous
Specific Professional Experience
• At least ten (10) years of relevant post-qualification working experience in public financial management and administration
• Good knowledge of PFM concepts with at least a Masters Degree in subject related to Public Sector Management and Public Finance.
• At least 5 years of demonstrated PFM reform experience, with experience overseeing change management processes and training.
• Knowledge and experience of working with diverse International Financial Institutions
• Experience in revenue mobilization and management in a fragile state will be a significant advantage;
• Extensive experience of a minimum of five (5) years of working in a fragile situation similar to Somalia;
• Experience in working with senior government officials, donor representatives and civil society on public policy and strategy issues.
• Demonstrated capacity and track record to function as a member of a multi-disciplinary team, to search for common ground where appropriate, and to focus on solutions and deliver quality results on time;
• Ability to work flexibly on a range of assignments, and adjust to and prioritize a variety of complex and evolving tasks;
• Ability to communicate effectively in Somali and English, in writing and orally, including situations requiring debate and difficult negotiations;
• Possess excellent interpersonal skills, an ability to work as part of a team, an aptitude to effectively transfer technical knowledge and maintain effective and cooperative relations with national authorities and donors;
