The Building Resilient Communities in Somalia (BRCiS) Consortium consists of the Norwegian Refugee Council (NRC) (lead agency), Concern, Save the Children, IRC and CESVI. The Consortium M&E Officer shall be responsible for ensuring the implementation of Monitoring and Evaluation (M&E) systems and procedures in the BRCiS Consortium.

Since 2013, the BRCiS Consortium has demonstrated competence and expertise in working with displaced and vulnerable populations in Somalia, with the overall goal of strengthening community resilience while also tackling acute emergencies.

The role of the M&E Coordinator is to establish and implement systems to promote adaptive management, evidence-based decision-making, programme and project performance, and learning. The M&E Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Project Coordinator will provide technical support to consortium staff and build capacity by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

Job description:

  • Adherence to NRC policies, guidance and procedures
  • Support and contribute to the development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
  • Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
  • Supervise and mentor M&E support staff in executing M&E plans.
  • Contribute to the design of M&E staffing structure and resourcing, including collaboration with programme staff to identify and plan for M&E needs.
  • Train field staff on M&E, the BRCiS M&E Framework, data collection processes and principles and other related topics.
  • Promote the standardization of M&E processes throughout the Consortium.
  • Provide technical and surge support to field teams (BRCiS Consortium Members) on monitoring and evaluation processes with a particular focus on data collection initiatives.
  • Any other relevant task assigned by the Consortium Manager, Consortium Management Unit (CMU) or Technical Working Group.

Specific responsibilities:

  • With the support and direction of the Consortium’s M&E Manager, ensure that the BRCiS M&E Framework is implemented.
  • Support the use of mobile phone data collection by training field staff, creating questionnaire templates and providing administrative support for the website.
  • Provide technical and surge support to the Consortium Management Unit for analysis of datasets, assessments, donor reports, and other processes using advanced quantitative and qualitative methods.
  • Coordinate and host Grant start-up meetings at the start of grants to discuss, fine-tune and reconcile different plans i.e. Gantt charts, procurement plans, HR plans etc.
  • In coordination with Consortium Management Unit, guide and cooperate with advisors/consultant who are contracted to implement special surveys and studies required for evaluating outcomes and impacts of current and previous projects as well as the design of new ones.
  • Contribute to the consolidation of progress reports.
  • Develop and lead, with input from the CMU, the implementation of surveys and other qualitative and qualitative data collections.
  • Support the use of digital data collection through mobile phones, providing support to Consortium Members as needed.
  • Support and participate in tool development, review, data collection and analysis of results for assessments launched by the Consortium.
  • Follow-up to completion surveys conducted through digital data gathering and other data collection mechanisms.
  • Follow-up action points from Grants Start-Up Meetings.
  • Review reports from surveys and offer recommendations for consequent reports.

Qualifications:

  • University degree preferably in social sciences, international relations and/or development or other relevant discipline.
  • At least 5years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
  • At least 4 years’ relevant working experience in M&E design and implementation
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief, resilience and development programs, using both quantitative and qualitative methods
  • Understanding of data and information needs for program management and decision making
  • Experience of working in a multi-partners project
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • High level English language proficiency (speaking, reading, writing)
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
  • Experience using SPSS, STATA, Epi Info, or Related
