Context:
Under the direct supervision of the Chief of Mission (COM), or delegated authority, and in close coordination with relevant Regional Thematic Specialist in IOM’s Regional Office in Nairobi, the African Capacity Building Center (ACBC) and IOM Headquarters (HQs) the successful candidate will be responsible for the development, management, implementation and coordination of the Immigration and Border Management (IBM) programme in Somalia. S/he will be expected to closely coordinate the programme with other programme managers as well as with the Project Support Unit (PSU) and the Public Information Unit (PIU) in communication with the donor governments and other stakeholders.
Core Functions / Responsibilities:
Manage all aspects of IOM Somalia's IBM projects in line with IOM and donor requirements. Oversee and coordinate the work of all project staff members in operations/logistics, procurement, and financial/budgetary planning. Exercise quality control over all procedures and documents, and ensure proper follow-up as necessary.
Spearhead resource mobilization efforts for IOM Somalia’s IBM portfolio. This includes donor liaison, project development and positioning IOM strategically with government, development partners and technical working groups. In addition, the incumbent will promote joint resource mobilization efforts for border management and other IOM programmes in line with Somalia’s National Development Plan.
Support the development and implementation of Somalia’s national strategic plan to ensure that recognized border crossing points and all relevant staff are equipped with the necessary tools to identify, track and interdict those of interest, which include use of MIDAS (IOM’s BMIS), watch list facilities, Advanced Passenger Information (API) systems, fraudulent document detection devices and other related border control devices and systems.
Oversee and coordinate migration and border management activities, including capacity building trainings, to deter irregular migration, detect fraudulent documents, interviewing skills, intelligence handling, migration data reporting, vehicle and individual searching, cultural awareness, investigative skills, case working and case preparation and detection of concealed or illegal items.
Support the Government of Somalia in establishing and improving its identity management processes including the international recognition of Somalia’s passport, development of a national identity and bolstering of the electoral process through voter registration documentation.
Provide strategic advice, analysis and input to the CoM, IOM more broadly and to relevant stakeholders on all issues relating to thematic area and to projects under the unit. Drive the development of reports, presentations, talking points, and briefings to highlight project activities.
Oversee and coordinate timely submission of reporting on projects, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports. Meet the Mission’s and the donor’s reporting requirements by providing specific data, analysis, and financial reports.
Liaise and act as the focal point for relevant interlocutors in order to ensure efficient programme implementation, facilitate information exchange and project cooperation, and promote IOM-implemented initiatives. Accord specific attention to law enforcement and border management institutions and other donors working in the realm of security sector reform.
Identify and promote strategic and technical partnerships with relevant government entities, private sector and civil society partners, and other relevant stakeholders to promote and strengthen IOM’s police training and migration and border management portfolio.
Represent IOM and participate in relevant conferences, workshops, trainings and seminars.
Ensure timely recruitment of staff and preparation of budgets for the projects under responsibility. Closely monitor staff performance and progress and ensure mainstreaming of gender according to IOM procedures and regulations.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, International Law, Political or Social Sciences, Humanities, Military Science or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience;
or
• Studies in the National Border or Police Academy of country of residence may be considered an equivalent diploma with seven years of relevant professional experience.
Experience
• Experience in project/programme management with United Nations agencies or non- governmental organizations in migration management focusing on border management, Security Sector Reform and other related fields, with supervisory responsibilities and demonstrated achievements;
• Work experiences in a non-family duty station in conflict or post-conflict countries;
• Demonstrated experience of finance, procurement and human resource management in the context of a project or a programme;
• Experience in planning, organizing, and delivering trainings;
• Experience of project development, including the associated budgets;
• Experience in programme strategy development;
• Experiences in conducting monitoring and evaluation (M&E), with understanding of M&E tools and approaches;
• Experience in writing training plans, statements of works, standard operating procedures and detailed instructions;
• Experience providing support to national efforts in training/capacity building, law enforcement, operations, border security and/or management, security sector management is desired;
• Previous experience in strategic/ technical advisory and coordination is desired;
• An understanding of Border Management Information System (BMIS) is an advantage.
Languages
Fluency in English is required. Working knowledge of Somali or Arabic is an advantage.
