These positions are based in Mogadishu and are funded for an initial period of one year and may be subject to extension. Appointment against these posts is on a local basis. The candidates are responsible for any travel expenses incurred in relation to this appointment. Organizational Setting and Reporting Relationships:
These two positions are located within the United Nations Assistance Mission in Somalia (UNSOM) and are based in Mogadishu. The incumbents will report to the Electoral Officer. One of the positions will be focusing on Public Outreach/ Civic/Voter Education and the other position will be focusing on External Relations.
Responsibilities:
Within delegated authority, the Associate Electoral Officers will be responsible for the following duties:
Provide advice and contribute to the capacity building of counterpart(s) in the national electoral authorities, including assisting in the establishment and management of field offices.
Implement programs in the following areas, as required Electoral Training, Capacity building, Public Outreach/Civic/Voter education or External Relations, Electoral Legal, Electoral Procedures, Electoral operations, Electoral Logistics, Electoral Security, Electoral IT Development and Voter Registration.
As assigned, address policy guidance, logistics, and other electoral needs in a timely manner.
Provide periodic reports to Headquarters on electoral and political developments in the assigned area of responsibility in close collaboration with political, civil affairs and human rights officers; compiles a regular report to the Chief Electoral Officer on major electoral developments and issues in the field, including immediate and longer term problems,
Assist national electoral authorities in managing the flow of information between their HQ and field offices.
Implements electoral operations in the assigned area of responsibility, as directed by Headquarters and in close coordination with relevant entities on the ground.
Perform other related duties as required.

Qualifications:
Education: Advanced university degree (Master’s degree or equivalent degree) in Social Sciences, Political Science, International Relations, Law, anthropology, economics, public administration, communication studies or related field. A first-level university degree in combination with (2) two additional years of experience may be accepted in lieu of an advanced university degree.
Experience: A minimum of two (02) years of progressively responsible experience in the field of elections or related areas is required. Experience in electoral and public administration and systems in at least one country, is required. United Nations Electoral field experience in a peacekeeping operation and /or UN agency is desirable.
Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Somali (both oral and written) is required. Knowledge of another UN official language is an advantage.
Assessment: Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
Additional Information:
Candidates who are not selected, and whose performance in the interview process nonetheless demonstrated their suitability for a similar function may be kept on a roster for up to 7 years. Candidates placed on the roster may be considered for selection against future vacancies for a similar function and level.
