OVERVIEW OF THE POSITION
Under the International Organization for Migration (IOM), the Somali Stabilization Initiatives (SSI) program has been undertaking various rehabilitations and construction works in Somalia. It is important for IOM to ensure the following in its implementation of engineering projects:
a) Contractors are technically sound;
b) Adequate planning and execution of construction works according to the design, specifications and bills of quantities;
c) Day to day monitoring of ongoing engineering projects;
d) Approvals including justifications for variations and certification of works completed;
To ensure this is done satisfactorily IOM wishes to recruit a local field engineer with adequate building and civil engineering qualifications to supervise the construction of various infrastructure projects in Somalia.
With the support of the National Engineer - Mogadishu, under the overall supervision of the SSI Program Manager/Chief of Party and the direct supervision of the SSI Deputy Chief of Party in Mogadishu, IOM seeks to contract a suitably qualified individual (hereinafter local field engineer) in order to assist IOM in direct monitoring of construction works of rehabilitation works in Baidoa.
GENERAL FUNCTIONS
Role objective:
Core Functions / Responsibilities:
A. Bidding and Award of contract
Facilitate pre-bid conferences at the local level including site visit for prospective bidders for familiarization purposes;
Respond to any technical queries by prospective bidders regarding the scope of the works before submission of offers;
Participate in bid opening as and when required by the National Engineer –Mogadishu to advise on technical evaluation;
B. Services for Supervision (Resident Supervision)
Provide technical support for the implementation of engineering components related to the Community Stabilization Portfolio’s construction projects implemented in Baidoa region including the monitoring of 3rd party engineering consultants and selected contractors;
Participate in the preparation and evaluation of technical designs, scope of works, bills of quantities (BOQ) and material specifications lists in coordination with the National Engineer in Mogadishu to identify basic and/or special project needs in specific areas;
Provide preliminary budgets and scope of work including other technical documentation relating to infrastructure programming at the initial stages of grant development before the assessment is conducted;
Advice the SSI team on activities related to the actual implementation of the projects in relation the design, specifications and BOQs;
Suggest appropriate mechanisms to adapt structures in the areas selected during the initial stages of grant development;
In coordination with Contracting Officer and National Engineer, participate in bid opening ceremonies as when required and advise the tender committee and Community Stabilization team in the field on technical matters related to the selected projects;
Provide technical guidance and monitoring of ongoing projects providing progress reports for construction projects including the engineer’s report, quality control and certificate of practical completion reports at all stages of construction for payment purposes payment;
Advise on any variation works that may arise during implementation and seek approval from the National Engineer before implementation;
In collaboration with field engineers, track and assess technical progress of infrastructure projects vis-à-vis work plan, schedule and budget;
Provide regular weekly report regarding the status of ongoing projects, ensuring the contractor has adequate distribution of labour and materials on site to enable them complete the works within the stipulated period;
In collaboration with the National Engineer, be able to identify early warning signals for potential work adjustments and/or contract variations. Any variations should be approved by the field engineer in coordination with the National Engineer;
Assist field teams in liaising with provincial government and community leaders in identifying and prioritizing community needs from technical;
In collaboration with the National Engineer, National program officer and field teams, maintain working relationships with local authorities and draw up, when required, Memorandum of Understanding with relevant government bodies and other potential partners;
Conduct market survey of construction materials at local level and gather information on market conditions for adequate preparation of BOQ’s;
Advise program management on ways to proactively manage impact on the project of potential fluctuations in the supply chain arising from different market uncertainties;
In conjunction with the National Engineer evaluate and suggest improvement to program planning, programming, implementation and monitoring in connection with the field of expertise;
Perform such other duties as may be assigned.

ESSENTIAL EXPERIENCE
Education:
§ University degree in Architecture, Civil and Structural Engineering, Building Engineering or a related field from an accredited academic institution with three (3) years of relevant experience; or
§ Completed Technical Diploma in Engineering with five (5) years of relevant experience.
Work experience:
§ Minimum of 3 years of demonstrable relevant Architecture experience and/or minimum of 5 years of demonstrable relevant Engineering – Civil experience.
Geographical experience:
§ Minimum of 5 years of experience in Africa with local experience in Baidoa is an advantage.
Languages:
§ Fluency in English and Somali are essential.
