Background and Justification
The Government of Lesotho developed a national social development policy with the vision to eliminate all forms of vulnerabilities among all Basotho people. In an effort to actualize the policy, the Government has recently issued and endorsed a comprehensive National Social Protection Strategy (NSPS) document which will have a considerable impact on establishing a social protection system in the country. The vision that drives the NSPS is “a decent and dignified quality of life for all Basotho, free from poverty and hunger that allows them to share in the benefits of national economic growth”. And its immediate objectives are the following:
To achieve these objectives, there is a need to establish/ develop an implementation plan under each of the life‐course stages, proposing a comprehensive integrated set of core programmes to address vulnerabilities throughout the life‐course.
The plan will outline a number of social development initiatives and complementary activities to social protection, focused on providing additional support to vulnerable households and helping families graduate out of poverty. The plan then discusses the necessary implementation framework, in terms of (i) the institutional mechanisms for coordination at national, district and community council levels; (ii) the need for capacity building at all levels; (iii) the required legislative framework and effort to implement it; (iv) reform and further development of the various processes that underpin social assistance (discussed under the five headings of identity, eligibility, enrolment, transactions and management information systems) integrating NISSA as a single registry; and (v) the development of a costed functional monitoring and evaluation plan for management of the implementation and assessment of the effects and impacts of the NSPS.
UNICEF, along with other development partners, supports the Ministry of Social Development in the design and implementation of a national action plan for the implementation of NSPS and regional specific action plans as well as its costed functional monitoring and evaluation plan. The development of the national and regional SP Implementation Action Plan (IAP), and the costed functional monitoring and evaluation plan are going to be based on the core strategic direction and focus areas of the NSPP and the draft social protection strategy which is already developed.
In view ofUNICEF Lesotho commitment to support the Government in the implementation of the newly endorsed social protection strategy, anational consultant inSocial Protection is needed to support the elaboration of a National Social protection implementation Plan and the costed functional monitoring and evaluation plan by providing both technical and strategical assistance.
Objective:
To support the Ministry of Social Development to develop costed National Social Protection Implementation Plan. Formulation of the SP Implementation Plan shall serve as the blueprint for policymakers, planners and program implementers on what specific approaches and strategic interventions are best suited to be carried out by responsible agencies on SP to cover specific target vulnerable groups.
Specific Objectives of theassignment
The SPIP is complemented by a reporting matrix that will be reviewed every six months by the SP committee to monitor progress in the implementation of the NSPS. Operational details of the Implementation Plan are set out in a matrix whichshouldbe added in the final Section of the document. The matrix should be designed so that it can be up-dated on an annual basis by MOSD and the Social Protection committee or Working Group and relevant Ministries – should complement the NSPIP by producing detailed annual action plans. Prior to the matrix, present a narrative section of the Implementation Plan summarizing the commitments set out in the NSPS and explains how they relate together.

7.Expected background and Experience
•Master degree in Sociology, Social work, Economics or other relevant discipline
•AMinimum of 5 years working experience in areas of social protection

Call for proposals
UNICEF Lesotho is seeking technical assistance from individual consultants to support the Ministry of Social Development with development of the National Social Protection Implementation Plan together with monitoring and evaluation framework.
Technical Proposal

The bidder must submit rates for the services requested in LSL.
No Letter of Credit or Advance Payment
The Financial Regulations and Rules of UNICEF preclude advance payments and payments by letter of credit, except in special circumstances. Such provision in a proposal will be prejudicial to its evaluation by UNICEF.
