NORCAP is an expert deployment mechanism. It consists of several, world-leading standby rosters, comprising more than 1000 highly qualified women and men. NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action. NORCAP rosters’ experts work with UN agencies, humanitarian organizations, development actors, governments and other national stakeholders to build save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.
NORCAP is currently seeking Somali speaking Disaster Risk Reduction and Resilience expert with significant technical expertise and experience, with ability to adapt to complex situations.
Job description
Disaster risk reduction and resilience is crucial for the development of Somalia. The expert position will be centrally placed to influence this work.
Roles and Responsibilities:
Providing advice on disaster risk reduction and resilience at a senior level.
Develop Standard Operating Procedures on Early warning, Emergency Response and Coordination, Logistics and emergency supply management and Disaster Risk Reduction, in collaboration with relevant government institutions and humanitarian actors.
Facilitate drought impact analysis/surveys, vulnerability and need assessments and technical market capacity assessments to provide technical information and advice.
Working to ensure that the national development plan implementation framework promotes resilience and saving lives, and protecting livelihoods and assets of vulnerable communities in disaster-prone areas.
Strengthen coordination mechanisms both at regional and national level with relevant stakeholders.
Promoting public outreach and communication with the public, in order to strengthen community involvement and empowerment, e.g. consultations on early warning systems or contingency plans.
Support the setup of a high level Resilience, Reintegration and Recovery Forum.
Contribute to the capacity development processes of centrally placed staff working on Disaster Risk Reduction and Resilience in Somalia.
- Identify gaps and challenges in the current system and provide recommendations for improvements.
Participate in Task Forces and other ad-hoc internal working groups on cross-cutting themes as requested
Qualifications
Possess at least five years of international experience in a leadership role within the field of disaster risk reduction and resilience, preferably within a national level government agency or in an international organization;
Proven leadership and experience in planning and managing technical co-operation strategies/investment frameworks and in disaster risk management;
Knowledge of best practices related to disaster risk reduction and resilience;
Demonstrated abilities and contributions to policy and guideline formulation;
Proven ability to interface effectively with a wide range of stakeholders including senior decision makers;
Proven experience in coordination skills with governments, donors and Non-Governmental Organizations (NGOs);
Experience of operating in a complex political environment. Must be willing to travel and work in a challenging environment with security risks;
Familiarity and proven interest in capacity building and developing practical mentoring processes;
Oral and written fluency of the Somali language with awareness of local issues is required;
