OVERVIEW OF THE POSITION

Our client is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). Our client is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize our client technical expertise in responding to threats posed

by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, our client supports peacekeeping and special political missions in accordance with Security Council mandates.

GENERAL FUNCTIONS

Role objective:

Our client as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by our clients Technical Advisers located in each AMISOM Sector HQ and at AMISOM Force HQ, who support AMISOM planning and operations. Our client support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UNSOM our client also supports the federal govt. of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Adviser.

Expected output:

The Operations Associate Officer reports directly to the ETM Project Manager. The job holder will work in close coordination operations team and will be the knowledge-management focal point for the project.

Functional Responsibilities:

Liaison between SHQ, specific programs and key stakeholders in country including national authorities and Mission CIMIC Officers.

Provide FHQ updates on feedback from community liaison/RE and clearance teams’ outputs.

Act as a bridge between Sector Headquarters (SHQ) and Force Headquarters (FHQ) for information regarding community liaison/RE and clearance teams.

Support to provide recommendations to FHQ on appropriate deployment of our clients ETM contracted assets and support centralized command and control of assets available to the Force Commander.

Support SHQ's and provide advice and plan of public information on risk education and extremism prevention.

Collate, verify, organize, process and analyse data, including evaluating the reliability field sources and credibility of information.

Provide regular analysis of explosive hazards related data for better understanding the emerging risks to AMISOM and the vulnerable population in Somalia.

Provide assistance with mapping and detailed threat analysis, in coordination with GIS, for deployment planning purposes.

Liaison with appropriate military branches and in-country agencies to facilitate information sharing and briefing.

Coordinate and continually assess the operational situation for areas of improvement in efficiency, effectiveness and safety within the local explosive hazard threat.

Identify continuous improvements and lessons learned.

Identify risks and plan risk reduction or mitigation strategies and report on the progress of deployment activities through written and verbal briefings to senior management.

Contract Management:

Assist to oversee the delivery of contracts with partners/implementer's to ensure contractual conformity.

Provide tasking orders to contractors delivering services in support to AMISOM explosive threat mitigation operations.

Conduct routine on-site visits (when security situation permits) and assess the impact of services on the local community and the mission in general.

Ensure a quality management approach is taken during explosive threat mitigation operations performed by contractors.

Assist with the implementation of a quality management system, ensuring that the system is being applied in a fair and equitable manner.

Assist with the role of our clients representative overseeing all the ETM personnel and operations, and act as OIC when the Project Manager is out.

Provide weekly and ad-hoc reports on ETM operational activities and impact based contextual implications on the project.

Provide input towards our clients internal strategic review processes, provide recommendations to improve the quality of projects.

When requested, fulfill the role of Investigating Officer for detailed independent investigations or boards of inquiry for explosive hazard accidents or incidents.

Implement any other tasks requested by the Project Manager or Program Management.

Project reporting:

This role reports to the Project Manager.

Team management:

This role does not require team management experience.

ESSENTIAL EXPERIENCE

Education:

§ Master's degree in any relevant discipline. and/or Bachelor's degree in any discipline.

Work experience:

§ Minimum of 4 years of demonstrable relevant Military experience.

Geographical experience:

§ Minimum of 2 years of experience in Africa with local experience in Mogadishu is an advantage.

Languages:

§ Fluency in English is essential.

Qualifications Required:

Advanced University Degree (Master’s Degree or equivalent) with a minimum of 2 years of relevant experience.

First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of 4 years of relevant experience.

Experience in an advisory and/or liaison with military personnel or authorities is desirable.

Proven experience in analyzing data and providing into a planning processes is an asset.

Proven experience in public information or awareness related works is an advantage.

Explosive Ordinance Disposal (EOD) qualification to a basic level is an asset.

Proven experience of Quality Management processes is an advantage.

Languages:

Fluency in English (reading, writing and speaking) is required.

Fluency in another official UN language is desired.
