NORCAP rosters’ experts work with UN agencies, humanitarian organizations, development actors, governments and other national stakeholders to build save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.
NORCAP is currently seeking Somali speaking educational leadership advisor with significant technical expertise and experience, with ability to adapt to complex situations.
Job description
The rebuilding of the education system and improving service delivery is of pertinence to the Somali population. The Senior Technical Advisor position will be centrally placed to influence this work, and will focus on development of education policies and strategies, coordination and management.
Roles and Responsibilities:
Providing advice on educational matters at a senior level.
Coordinate, support and facilitate the finalization of draft education policies.
Support the development of coordination mechanism for the education campaigns.
Support the review and the implementation of the education policies and strategies.
Work with actors involved in the implementation of the 3 year Education Sector Strategic Plan. Support and facilitate finalization and implementation of the three year Education Sector Strategic Plan.
Contribute the capacity development processes of centrally placed staff working on Education in Somalia.
- Identify gaps and challenges and come up with the way forward.
Qualifications
Possess at least five years of international experience in a leadership role within the field of education, preferably within a government agency or in an international organization.
Knowledge of educational theory and best practices.
Ability to identify key strategic issues through quickly establishing good working relationships with key stakeholders.
Proven ability to interface effectively with a wide range of stakeholders including senior decision makers;
Oral and written fluency of the Somali language with awareness of local issues is required.
Strong interpersonal skills and excellent coordination skills with governments, donors and Non-Governmental Organizations (NGOs).
Experience of operating in a complex political environment is positive. Must have willingness to travel and work in a challenging environment
Familiarity and proven interest in capacity building and developing practical mentoring processes.
Experience in proposal writing is positive.
