Context:

More than three decades of widespread and sustained armed conflict has left the state of Somalia collapsed, Somali communities wounded, trust deficit and deeply divided. Communities who live in the same village, district and region see each other as an enemy. This cycle of violence not only left individuals traumatized, but also destroyed trust within and between clans. It prevented people rebuilding their lives; left communities fragmented, increased the appeal of extremist groups and inhibited sustainable development.

Despite the fact that there has been some reconciliation activities abroad and in the country, these activities remain uncoordinated, unmonitored, duplicated, overstretching resources, and inconsistent with regional and national reconciliation priorities.

In order to promote uniformed and consistent common approach on reconciliation,the Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) has successfully hosted and facilitated a 5 day National Consultation Conference on conflict, reconciliation and peace mapping exercise. The conference brought together over 180 participants that were drawn from resources persons, key Federal institutions, FMSs, and civil society groups including National Women and youth Organizations, key community and religious leaders, prominent poets and subject experts across the nation. The overall purpose of the consultation conference was to identify the root causes Somali's problem, find durable solutions and produce concrete reconciliation and peace building initiatives across the nation for immediate interventions.

One of the important recommendation came out of the conference was that, Ministry of Interior, Federal Affairs and Reconciliation must develop a broad-based National Reconciliation Framework (NRF), which is open, transparent, flexible and through consultations with Federal Member States and different sectors of the Somali society.

Position Summary

The role of the Reconciliation Expert is to ensure the National Reconciliation Framework (NRF) Development is designed professionally and relevant specifically to the Somali conflict. Its methodology based on solid knowledge, experience in similar environment and context; furthermore grounded on a strong understanding of reconciliation and peace-­‐building processes in Somalia. The expert will be expected to develop Framework pillars (Principles, Procedures, Operation guides), gather broad-based findings through consultations, drafting NRF, garner public support and produce complete National Reconciliation Framework for cabinet approval.

Line Management and Reporting
The Reconciliation Expert will work under the overall supervision of MOIFAR Director General

Duties and Responsibilities

  1. Work with the MoIFAR in leading and coordinating the National ReconciliationFramework process and ensure the consultation sessions are smoothly coordinated.

  2. Ensure the NRF development is well organized and coordinated to promote maximum participation from stakeholders, CSO and wider Somali populace

  3. Provide knowledge-based materials as needed in various contexts including major consultations, small group sessions and ensure timely completion of NRF.

  4. Ensure NRF development activitiesare carefully designed with consideration on conflict-­‐sensitivityanddo no harm policy.

  5. Provide tools and methodologies specific for National Reconciliation Frameworkprocesses

  6. To continuously gauge and solicit feedback from various contributors formally and informally.

  7. Provide analysis inputs and support in bringing greater linkages, integration and cooperation among differentstakeholdersthroughconsultations

  8. Lead mass awareness campaign involving by the Somali religious leaders, poets, singers/musicians, sports stars, scholars, top traditional leaders, civil society and other celebrities.

  9. Context specific recommendation, guidance and practice notesandotherknowledgebased-­‐toolssuitable for NRF development.

Qualifications and Experience

  • Maters degree in Reconciliation, Peace, Conflict Resolution and or Public policy studies

  • Minimum 5 years relevant experience working in peace-building; state-building; conflict resolution or civil society (CSO) at the national or international level, is required; Proven track record of successfully assuming responsibilities of similar size and complexity;

  • Extensive experience and practical understanding of the processes of reconciliation, peace-building and conflict resolution in a fragile state environment in particular in the Horn of Africa

  • Experience in use of conflict sensitive methodologies and risk analysis.

  • Exceptional drafting, representation and communication skills in both Somali and English and report writing skills.

  • Knowledge of Somali history of conflict, politics and culture

Timeframe*:* This is a short-term contract, which will last for six months. This includes preparing NRF materials, coordinating the development process and producing a final NRF.
