This project is designed to support AMISOM and Somali Security Forces to engage with communities in newly/recently recovered areas, through initiating and sustaining inclusive political negotiations to facilitate Local Level Political Settlements.
We are looking for an Early Recovery Initiative Implementation Adviser to be based in-country to support the operationalisation of the ERI in South West and Jubaland states. The Adviser will report to the ERI Project Manager and operate in collaboration with AMISOM military and civilian units and local stakeholders to manage and monitor the implementation of local level political settlement forums, spending most of their time in Kismayo and Baidoa on AMISOM Forward Operating Bases (FOBs).
The successful candidate will have strong communication skills, experience of managing diverse groups of stakeholders and a proven track record of managing complex projects in fragile environments. We are looking for someone with 5 to 10 years of experience in stabilisation and/or early recovery activities, and having worked closely with military or other security agencies. The candidate needs to have verbal and written fluency in English as well as excellent reporting skills. Experience in Somalia/East Africa is desirable.
Some key responsibilities:
- Facilitate and support the COOs and CBLOs (or other local experts) to undertake successful local level political settlement activities;
- Develop relationships with the Federal Member State administrations and with relevant points of contact on Early Recovery/Stabilisation;
- Ensure that there is a consistent information flow between MHQ/ FHQ and sectors as a means of encouraging joint planning and faster dissemination of the contextual analysis information.
- Work with the AMISOM Senior Civil Affairs Officer to jointly provide oversight and technical inputs on the ERI at both Force HQ and at sector level
