Background

Islamic Relief Somalia (IRS) has been operating in Somalia since 2006 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence.

JOB SUMMARY

WaSH Officer will be responsible overall day to day WaSH & MEAL activities of all of the ongoing activities (projects) in Puntland and will produce various types of reports, baseline survey, assessment design, case study preparation and concept note and grant document preparation and will guide the project team as per the plan to ensure the project accountability and transparency. In addition, he/she will attend in coordination meeting and will represent IRS and his activities.

The holder of this position will fulfill a key role in project implementation, designing, monitoring and evaluation. The Person will work closely with the Project Manager, Livelihood Officer, WaSH Supervisor, Construction Supervisor, Orphan Assistant, Finance/Admin Officer, HR/Log to promote or to improve the wellbeing of targeted communities and Islamic Relief Somalia Programme.

I)Key Duties and Responsibilities

Overall responsible for WaSH and MEAL activities planning and implementation under this project.

Prepare and ensure the proper implementation of the monitoring and evaluation plan to track outputs/accomplishment of the Project.

Assist in enhancing data collection tools that will be used to plan, monitor, and assessment and evaluate the results of the Project.

Conduct in depth monitoring visits and submit reports to the supervisor that provides details on the quantitative data and qualitative information that will guide decision making.

Monitor and facilitate programme progress to ensure compliance with donor rules and highlight areas of insufficient compliance to Senior Management.

Conducting needs assessment, base line survey, KII and Focus Group Discussion and Case study preparation and update sharing in web portal

Establish and manage accountability mechanism.

Ensuring the project visibility

Capable to develop project proposal (mainly log frame and M&E aspects).

Capture learnings, good practices and share such to various stakeholders.

Periodic Impact Analysis

  • Liaison with governments, various clusters and other related stakeholders.

Organize and systematize project documents.

Write the draft monthly, quarterly and final narrative reports with annex preparation for report and proposal.

In association with the communications and media team, establish and upkeep a photo/video archive per project and use them as needed.

Abide by the NGO/International Red Cross and Red Crescent Movement’s Code of Conduct, the People in Aid Code, HAP, and Islamic Relief’s policies and procedures.

  • Perform any other assignments given by supervisor/manager.

III)REQUIRED QUALIFICATIONS AND COMPETENCIES

Substantial experience (at least 3 years working with a humanitarian/development organization preferably in Somalia including significant experience in WaSH and M&E sector with reputed organization.

University degree in related academic discipline (statistics, Development studies with excellent ability to design and implement WaSH & MEAL activities.

Familiar with latest tools for WaSH and M&E systems.

Ability to produce high quality reports in English especially technical reports

Ability to work with limited supervision from line manager.

Fluency in written and spoken English and computer literate.

Knowledge of community-based approaches in recovery and development settings.

Ability to engage and motivate Project staff, stakeholders and communities in a collaborative style.

Good interpersonal skills to communicate clearly and engage others effectively.

Strong analytical and communication skills, both verbal and written.

Commitment to and be to understanding of IRWs aims, values and principles, policies and procedures

Experiences and Willingness to live and work in Puntland State of Somalia

IV)LANGUAGE

  • Proficiency in English (Written and spoken) is essential for job holder

V)IT SKILLS

  • Good IT skills with monitoring related software. Knowledge of Microsoft Office Word and Excel is essential.

VI)GENERAL SKILLS

  • Excellent communication skills - able to communicate and report effectively, both orally and in writing.

VII)DISPOSITION

  • Should be prepared mentally to do extensive field work and visit other locations within the Somalia.
  • Able to work flexible hours when necessary and strive towards task completion.
  • Flexible & patient.
  • Ability to work on your own initiative as well as a part of a team.
  • It is essential that the post holder shows a good understanding of humanitarian principles and sympathy with Islamic Relief’s values, as well as a commitment to Islamic Relief’s vision and mission.

VIII)PHYSICAL

Energetic and able to operate in situations which may be arduous.
