OVERVIEW OF THE POSITION
Under Somalia's new government, the Ministry of Interior and Federal Affairs(MOIFA) has been renamed as the Ministry of Interior, Federal Affairs and Reconciliation(MOIFAR) which means reconciliation and conflict management has been taken to the next level and will be a core function under its new portfolio of the Ministry.
Our client is MOIFAR’s key partner in supporting reconciliation and State formation process in Somalia. Support to conflict management and mediation process comes through the project ‘Support to Emerging Federal States (StEFS)’, and MOIFAR is the lead implementing organization. The Project was developed in response to the New Deal and is aligned to the priorities and principles spelled out in the Somali Compact. The StEFS Project aims to support the Federal Government of Somalia (FGS) and Emerging Federal States in achieving the Peace-building and State-building Goal (PSG) 1, Inclusive Politics, now part of the National Development Plan- Pillar 1.
Recent National Reconciliation conference organized by MOIFAR with the support of our client has set the momentum to advance the work on conflict mediation- from being ‘reactive’ to ‘proactive’. It is vital to design result based reconciliation, and peace-building National Operational Intervention to ensure that the Federal Government of Somalia(FGS) and Federal Member States(FMS) are promoting uniform and consistent reconciliation and peace-building activities across the country.
In this context, the project plans to recruit International Reconciliation Expert to help MOIFAR to develop National Framework and Strategic Plan on Reconciliation towards Peace building process in Somalia.
GENERAL FUNCTIONS
Role objective:
•Secondary data review on Reconciliation support and conflict management process in Somalia
•Conduct consultation and dialogues with Federal Member States(FMS) on peace building, conflict mitigation tasks and key priorities
•Interact with relevant FGS ministries and stakeholders to gain insight on State building priorities
•Support in conducting baseline conflict assessment and peace mapping, on conflicts and peace across the country;
•Identify reconciliation gaps where they exist;
•Lead in developing overarching framework and strategy on Peace Building and Reconciliation-in line with National Development Plan
•Develop Reconciliation Action Plan (RAP) with scheduled activities that demonstrates FGS and FMS commitment to reconciliation;
•Develop coordination mechanism between FGS and FMS on reconciliation strategies.
•Develop road map on developing National Reconciliation Framework
Expected output:
•An inception report, including work plan/timelines for implementation of the tasks.
•Conduct Conflict Mapping and Analysis as part of the National Strategic Framework on Reconciliation in Somalia.
•Develop Costed proposal which sets up a National Strategic framework on Reconciliation.
•Develop Reconciliation and public engagement strategy for federal member states.
•Monthly/Quarterly reports outlining key tasks accomplished and plans.

ESSENTIAL EXPERIENCE
Education:
§ Master's degree in Peacebuilding, International Affairs, Social Science, Political Science, International Development, Development studies, Human Rights or other related field
Work experience:
§ Minimum of 10 years of demonstrable relevant Peacekeeping & Peacebuilding experience.
Geographical experience:
§ Minimum of 2 years of experience in Africa with local experience in Mogadishu is an advantage.
Languages:
§ Fluency in English (essential) and Somali (desirable).
