Kenya Operational Hub (KEOH)

Military Stipend Projects
Security is a matter of priority for Somalia. International donors have been supporting stipend payments for Somali security forces through different arrangements and mechanisms.
In June 2014, the United Nations Office for Project Services – Somalia embarked on the Somali Security Institutions Human Resources Project (SSIHRP), which includes the biometric registration of Somali National Armed Forces (SNAF), Somali National Police Force (SNPF) and Custodial Corps. The SSIHRP was the first step towards creating a transparent and efficient human resource management system for the Somali security institutions, which would be eventually used to effectively manage the stipend payments for soldiers. In August of the same year, the US Department of State (USDOS) signed an agreement with Our Client as the fiduciary management agency for stipend payments to the SNAF in Sectors 1 & 5, specifically in the Interim Hirshabelle Administration and Banadir regions.
The Military Stipend project seeks to develop a transparent and efficient payment process in administering stipends to 10,000 members of SNAF in Sectors 1 and 5 (Interim Hirshabelle Administration and Banadir regions), and in Puntland region. This objective is aligned with the Peace-building and State-building Goal #2 (PSG 2- Enhanced Security) under the New Deal Compact (2013-2016), which focuses on strengthening the capacity and accountability of state security institutions to recover territory, stabilize, and provide basic safety and security to local residents. The basic requirement for this priority to be achieved is to ensure that security institutions are equipped and supported through stipend payments in delivering effective security measures alongside African Mission to Somalia (AMISOM) and other partners.
The project also serves as an interim solution until the Public Financial Management (PFM) system of the government is developed and strengthened. Accordingly, the project contributes to the attainment of the Peace-building and State-building Goal #5 (PSG 5- Revenues and Services) by also strengthening the PFM system to enable the different levels of government better manage their financial resources in a transparent and accountable manner.
Finally, the project complements a similar stipend project funded by the United Kingdom Foreign and Commonwealth Office (UKFCO) in Sector 3 (Interim South-West Administration or ISWA), and follows the same approach in administering the biometric registration and payment processes of SNAF soldiers.
GENERAL FUNCTIONS
Role objective:
ROLES AND RESPONSIBILITIES OF THE POSITION
The Payments Team Observer (PTO) will be responsible for the following duties:
Supervision of the Payments Teams to ensure that all processes and actions are undertaken in accordance with established Standard Operating Procedures (SOPs) for payments of Somalia National Army (SNA) troops, including the biometric registration, verification and re-verification of intended payees.
The PTO will report directly to the Pay Mentor for Puntland 3000 under the USDOS Military Stipend project, on any irregularities in the payments process that may affect the transparency and accountability of stipend payments.
The PTO will be responsible for assisting in the coordination of Payments Teams in Puntland region, and will take responsibility in preparing reports for the Pay Mentor and the Project Manager (Military Stipends Projects).
• Acts as team member with responsibility for conducting independent and objective control over payments operations in the field, including identification of issues and opportunities to improve the efficiency, effectiveness and reliability of processes; ands ensures appropriate use of resources;
• Supervises the Payments Teams for timely, efficient and sound performance of their respective responsibilities;
• Establishes and maintains positive relationship with the Payments Teams;
• Develops payment monitoring tool in line with project objectives;
• Manages the Payments Teams in monitoring progress and completion of payments, including preparation of appropriate reports;
• Measures progress according to payments timeline, identifying problems, proposing solutions in collaboration with the Pay Mentor and Project Manager;
• Troubleshoots and solves problems at the field level to ensure that payments are made in accordance with established SOPs;
• Ensures that payments’ operations are properly documented and quality assured;
• Monitors and reports the status and implementation of payments, and appraises the adequacy of the processes applied by Payments Teams;
• Provides advice on payments-related matters;
• Provides guidance to the Payments Teams on technical and administrative matters;
• Contributes to relevant coordination meetings and other working groups; and,
• Performs other duties and responsibilities as required by the Pay Mentor or the Project Manager.
Expected output:
MONITORING AND PROGRESS CONTROLS
The PTO will work closely with the USDOS’ Pay Mentor assigned for Puntland 3000 under the USDOS funding, and will provide regular updates on progress with reference to payments as well as project’s weekly and monthly progress reports. S/he shall report directly to the USDOS’ Pay Mentor for Puntland 3000 for technical supervision, and through the Project Manager of Military Stipends Projects for administrative-related functions.

Team management:
The consultant will be required to supervise the Payments Teams for timely, efficient and sound performance of their respective responsibilities
ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in Any related field.
Work experience:
§ Minimum of 7 years of demonstrable relevant Humanitarian Aid experience and/or minimum of 7 years of demonstrable relevant Public Finance experience.
Geographical experience:
§ Minimum of 7 years of experience in Africa with local experience in Mogadishu, Somalia is an advantage.
Languages:
§ Fluency in English and Somali are essential.
Key competencies:
QUALIFICATIONS AND EXPERIENCE
Education/Experience/Language
Bachelors Degree in related area combined with 7 years of professional relevant work experience is required.
Knowledge of the UN system and familiarity with UN procedures will be considered as an advantage.
Fluency in oral and written English and Somali is required.
