OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
The main objectives of the consultancy are the following:
§ Support the drafting of the Chapter on Aid Management and Coordination of the National Development Plan (NDP). The chapter will incorporate relevant elements of outcome documents of recent international aid I (i.e. 3rd Global Conference on Financing for Development, Busan Partnership Forum for Effective Development Cooperation, New Deal for Engagement in Fragile States, etc.). The chapter will be drafted through a participatory process and will outline challenges, objectives, guiding principles and processes needed to provide, use and evaluate financial and non-financial development cooperation effectively in the country, and the responsibilities of different stakeholders in this regard. The Chapter will be complementary to the other parts of the NDP.
§ Develop a costed proposal which sets up a framework for existing and emerging Federal Member States to participate productively in the New Deal (Aid) Coordination mechanism and development and implementation of the National Development Plan. This includes, next to the Federal Government of Somalia structures, the Federal Member State of Puntland, the Interim Jubaland Administration, the Interim South West Administration, the Interim Galmudug Administration, the Banadir Regional Administration as well as projections concerning other (interim) Federal Member State administrations that are likely to emerge in the coming year.
GENERAL FUNCTIONS
For Objective 1) Support the drafting of the Chapter on Aid Management and Coordination of the National Development Plan (NDP).
The chapter will likely consist of 3 sections:
§ Contextual analysis of the current aid situation, challenges and issues in Somalia
§ Policy statements that describe the priority actions required from different stakeholders to address the challenges identified in section 1
§ Implementation and monitoring framework that describes how, when, and by whom the policy statements will be implemented and monitored
More specifically, the consultant will:
§ Diagnose existing aid coordination and aid information management system
§ Identify key challenges and bottlenecks for effective aid management and proposal of solutions
§ Clarify roles & responsibilities of the different stakeholders involved in aid coordination and management
§ Define preferred and most appropriate aid modalities for the implementation of the NDP and explain the role of aid in the realization of the objectives of the National Development Plan
§ Update the approach to the mobilization and use of different forms of aid modalities that promote aid effectiveness, including the principles contained in the Paris Declaration, the Accra Agenda for Action and the Busan Global Partnership principles
§ Describe the structure of the proposed national aid coordination framework (the Somali Development and Reconstruction Facility coordination bodies and financing mechanisms) for the implementation of the NDP
§ Describe a mechanism to promote regional engagement in the implementation of the National Development Plan and coordinated action between the Federal Government and sub-federal administrations and link to proposals for decentralisation that will be described elsewhere in the NDP (this section will be coherent with the proposed framework for regional engagement in New Deal/National Development Plan implementation –second objective of these ToRs)
§ Describe the strategy to monitor and evaluate aid effectiveness (and update the existing Compact M&E framework)
§ Identify the key principles to promote the use of country systems (based on current work being undertaken by government and donors) including but not restricted to On-Budget Aid, Alignment, Donor Finance Agreements, Joint Assessments, Development Framework Agreements and others key policies
§ Clarify roles & responsibilities on aid management in relation to the implementation of the National Development Plan
§ Restate the key principles of partnership between government and development partners and mutual accountability (periodic assessment of performance of government and development partners against these principles) mechanisms
§ Integrate global and African recommendations, particularly on domestic resource mobilization, South-South and Triangular Cooperation, inclusiveness (with particular emphasis on civil society and private sector engagement), gender equality & women’s empowerment, and capacity development.
The chapter will be the result of a consultative process which will involve different government departments, donors, UN and Civil Society Organisations (CSOs), will build on existing aid coordination structures and processes in Somalia and will consider the latest recommendations in the international debate on development effectiveness.
The Ministry of Planning & International Cooperation of the Federal Government of Somalia will provide guidance on the approach to develop the chapter and will facilitate consultations with different entities. The Aid Coordination Unit in the OPM will also provide advice and support the development of the chapter.
Specific deliverables related to Objective 1 of the consultancy are the following:
§ Draft outline of the Chapter for key stakeholders in Government and the IC to provide initial comments
§ Preparation of the Chapter – draft
§ Finalised policy statements that are high priority, clear, implementable, realistic
§ Support developing an implementation and monitoring framework with clear timelines, actions and appropriate stakeholders for devised policies
§ Support to holding of Focus Group Discussion with Donor group to discuss and rationalize final Draft. Incorporation of donor comments into AMP – based upon a short report on donor feedback following the FGD
§ Short outline of the relevant Chapter for presentation purposes
For Objective B) Develop a costed proposal which sets up a framework for existing and emerging Federal Member States to participate productively in the New Deal (Aid) Coordination mechanism and development and implementation of the National Development Plan.
The international consultant is requested to deliver a costed proposal for the setting up of a strategic, technical and operational framework to promote regional engagement (particularly of the sub-federal States of Puntland, Galmudug, South-West Somalia and Jubaland, and the Region of Banadir) in the implementation of the National Development Plan.
The proposed framework will:
§ Strengthen dialogue at the sub-federal level and between the Federal Government of Somalia and sub-federal stakeholders on the National Development Plan priorities and implementation;
§ Facilitate engagement of multiple stakeholders (including regional and local authorities, central government institutions, civil society, private sector, women’s groups, and academia) in the proposed Somali regions and sub-federal states in the implementation of the National Development Plan;
§ Strengthen the leadership role of national and sub-national authorities in the implementation of the National Development Plan
§ Promote the alignment of regional and national planning and development prioritization processes and the inclusion of sub-federal development and reconstruction priorities in national development planning frameworks
§ Contribute to accelerating the delivery of results of New Deal programmes and projects at the decentralized level
§ Support the development of national and local capacities for results-based aid management and coordination
§ Support SDG localization and mainstreaming into planning and prioritization processes at the decentralized level
§ The proposal will take into account the specific context and institutional capacity of the different states and regions considered, and will estimate the costs of: promoting regular multi-stakeholder dialogue on the implementation of the National Development Plan in the proposed sub-federal states and Region of Banadir facilitating participation of a limited number of sub-federal representatives in meetings of the different SDRF coordination bodies (as per the arrangements already established by the SDRF Steering Committee)strengthening capacities of sub-federal states and the Banadir Regional Administration for results-based planning, development prioritization and coordination
The international consultant will develop the costed proposal for the setting up of a strategic, technical and operational framework to promote regional engagement jointly with the Local Governance & Decentralization Specialist of the Governance and Peacebuilding Cluster of the Regional Hub for Arab States.

ESSENTIAL EXPERIENCE
Education:
§ Master’s University Degree in Public Administration, Business Administration, Statistics, Development Studies or any other related discipline
§ Minimum 10 years’ professional experience in Aid Coordination & Management and Development Effectiveness
§ Proven experience in formulating development plans and/or strategies through participatory approaches
§ Proved experience in applying aid effectiveness principles at the local level
§ Sound understanding of principles of engagement of the international community in fragile and conflict-affected contexts
§ Excellent interpersonal skills, ability to build consensus and good judgement in dealing with politically sensitive issues
§ Proven ability to deliver results in complex and challenging environments, and to translate strategies and good practices into practical and feasible solutions
§ Demonstrated ability to effectively communicate orally and in writing
§ Prior experience of working in context in the field of organizational development or aid coordination preferably in fragile states is an added advantage

Other Information
§ The international consultant is required for approximately 60 days from February to June. When in-country the consultant will be expected to work 6 days per week (in accordance with local practice). Most of the work will be completed by mid-June 2016, but intermittent support is likely to be required thereafter. The time budget is based upon 3 visits to Nairobi and Somalia with the balance of work undertaken out of country.
§ The consultant may also be required to do some preparatory reading prior to mobilisation in Somalia with a view to:
o Maximising consultant productivity during the mission; and,
o Providing client with an outline of essential mission meetings/activities in advance of mobilisation
§ The consultant will work closely with the client Project Manager and Team Leader during the course of this assignment, as well as with the Ministry of Planning & International Cooperation and the Aid Coordination Unit at the Office of the Prime Minister of the Federal Government of Somalia
§ The consultant will be required to visit and stay as necessary in Nairobi and Mogadishu for the duration of the assignment and all outputs must be completed, discussed and agreed with the client prior to the consultant’s departure. It is expected that the consultant visits Kismayo, Baidoa and Garowe to have consultations with local stakeholders and authorities from Jubaland, South-West State and Puntland. The assignment is contingent on the security situation, which is volatile. Thus last-minute adaptations to the programme may emerge
