Organizational Context
The situation in Somalia remains fragile with continued political instability, climatic variability, and lack of basic social services. In 2017, drought has impacted Somalia and Bay and Bakool regions are some of the most affected. OCHA’s role is to coordinate effective and principled inter-agency humanitarian response and ensure that relief assistance reaches the people who need it in a timely manner. In line with OCHA’s global mission, OCHA Somalia continues to:
Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners, and negotiation of access.
Support the government efforts and humanitarian organizations in relocation of internally displaced and return.
Support government efforts in dealing with the ongoing drought and building the capacity of government focal points on humanitarian issues.
Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate, with focus on strengthening the cluster approach.
Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clans.
Under the overall supervisor of the Administrative officer and the direct supervision of the HR Analyst, the HR Associate works in close collaboration with OCHA Somalia Field offices and OCHA HQs staff for resolving complex HR-related issues and information delivery.

q Administration and implementation of HR strategies and policies

- Ensures administration andimplementation of HR strategies and policies, adapts processes and procedures focusing on achievement of the following results:
q Full compliance of HR recording and reporting systems with UN rules and regulations, UNDP policies, procedures and strategies; effective implementation of the internal control framework, proper functioning of the HR management system.
q Provision of advice and information on corporate strategies, changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, change management processes.
q OCHA Somalia HR business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management.
- Ensures effective administration of Human Resources focusing on achievement of the following results:
q Organization of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels. Provision of advice on recruitment to OCHA.
q Liaise with UNDP for the creation/update of positions in Atlas, association of positions to OCHA cost assignment. Timely follow up with Finance staff on Global payroll issues.
q Preparation or review of submissions to the Local Appointment and Promotion Board (LAPB).
q Administration of the OCHA Somalia rosters including e-rosters.
q Monitors issues on conditions of service of staff and advises the supervisor of any developments.
q Assists in the monitoring function of compliance with statutory requirements by clients/staff members in connection with self certification of entitlements, and in follow-up and reporting activities on the compliance.
q Review of cost-recovery charges for HR services provided by UNDP.
- Ensure**s efficient travel support** , focusing on achievement of the following results:

q Monitoring of HR related travel of international staff
q Coordinate with the HR section at HQ the review and approval of HR related travel
- Ensures Administration of the office time and attendance Record focusing on achievement of the following results:
q Monitoring of international staff Time and attendance in UMOJA
q Establishment of monthly time attendance for OCHA staff based in Somalia.
- Ensures facilitation of knowledge building and knowledge sharing in OCHA Somalia focusing on achievement of the following results:
q Organization of trainings for the operations/ projects staff on HR issues.
q Synthesis of lessons learnt and best practices in HR.
q Sound contributions to knowledge networks and communities of practice.
Impact of Results
The key results have an impact on the overall efficient execution of OCHA Somalia HR services and consequently, result in the success of the Operations Unit. Accurate analysis and presentation of financial information enhances OCHA credibility in HR management. The information provided facilitates decision making of the management.

Recruitment Qualifications
Education:
Secondary Education with specialized certification in HR. University Degree in HR, Business or Public Administration would be desirable, but it is not a requirement.
Experience:
ü 7 years of progressively responsible HR and/or administrative experience is required at the national or international level.
ü Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
Language Requirements:
· Proficiency in both oral and written English
· Knowledge of Somali is a requirement.
