ORGANIZATION/ PROGRAM BACKGROUND:
The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. For the last nine years, the IRC has helped Somali populations address their basic humanitarian needs, while simultaneously supporting localized longer term opportunities. With a strong footprint in South Gaalkacyo (since 2007), Mogadishu (since 2011), Garowe (since 2012), and Dhusamareb (since 2015), the IRC has developed a solid humanitarian portfolio in the field of health, women’s protection and empowerment, water, hygiene and sanitation, and economic empowerment. In addition, the IRC piloted a local governance program in Puntland as a way to bridge local participation and community development
Currently, the IRC with generous support from the United States Agency for International Development (USAID), is implementing the “Harnessing Opportunities for Peaceful Engagement in Afgoye (HOPE) project; in Somali: Heshiis Bad Qaba” in Afgoye District. This project will work to increase community resilience to violence in South Central Somalia by strengthening community relations and decision-making at the local level. The project will work in 15 sub-sections in Afgoye District, targeting 211,712 beneficiaries.
JOB PURPOSE:
The M&E Officer will work closely with all program staff under the direct supervision of the Governance & Capacity Building Manager. S/He will be the project’s focal person in charge of data management, information collection and dissemination, analysis and ensuring that data is safely stored and accessible to appropriate staff member for programming purposes.
SPECIFIC RESPONSIBILITIES:
- Design data collection tools and methodology; ensuring timely, consistent and ethical data collection, analysis and safe storage;
- Design and maintain all governance, Rights and Peace Building program information databases, COMET ensuring monthly back up of program files;
- Receive and ensure proper tracking of all documents/data submitted by the project Officer and Assistants.
- Ensure that data received from staff are entered into databases within 7 days of receipt and submitted to the Manager according to agreed schedules;
- Provide monthly analytical statistical updates on the conflicts, protection and human rights situation in target district and comprehensive updates for each sub location; highlighting emerging trends and gap(s) for the attention of the Governance & Capacity Building Manager and or other staff within the governance department;
- Produce ad hoc reports generated from databases according to the needs of program staff, other IRC departments and on request by the Governance & Capacity Building Manager;
- Identify capacity building needs for the governance team, partner organization and LGAs with regards to data collection and management; and accordingly plan trainings or make recommendations to the Governance & Capacity Building Manager on how to elevate capacity within the team;
- Maintain high level of confidentiality and security when dealing with all data; ensuring strict adherence to the ethics of data management and information sharing;
- Participate in design, monitoring and evaluation of program activities under the guidance of the Governance & Capacity Building Manager;
- Actively participate in the revision/design of new program implementation strategies/interventions;
- Observe all IRC administrative, disciplinary and programmatic requirements within agreed time frames.
- Work with the Governance & Capacity Building Manager and other department staff to draw program work plans and ensure that all related anticipated expenses are accounted for within the budget;
- Support in Monitoring and Evaluation of the program activities
- Ensure that data is entered within the database
- Design a database that can store data for Governance and Peace building
- Carry out training of SPL program staff, CFs, LGAs youth and women groups where need be especially on incidences reporting and data collection skills
- Provide computer support skills to staff within the department
- Carry out analysis of reports especially statistical data and submit to the Governance & Capacity Building Manager
- Carry out Documentation and Photography activities for HOPE Project
- Participate in the designing of baseline, Midterm & End-line survey tools and analysis for the project.

REQUIREMENTS / QUALIFICATIONS:
- Degree in statistics, data management, computer science, Information Technology or related field.
- Excellent computer skills including MS Word, Excel, Access as well as internet and other recognized data management tools such as Epi Info, SPSS and STATA;
- Experience in data collection, data management and preparation of analytical reports.
- Experience working in Somalia, or other settings with conflict-affected populations preferred;
- Experience of working in an insecure environment, and willingness to make regular field visits outside of Mogadishu; within the constraints of IRC’s Security Policies.
- Competence in data management software such as Ms Excel, Ms Access, STATA, SPSS, and Epi Info;
- Good interpersonal skills, organizational skills, communication, ability to work with minimum supervision and commitment to team work;
- Ability to speak Somalia language is an added advantage;
