JOB TITLE:CONSORTIUM COORDINATOR – EIDACS (Enhancing Integration of Displacement Affected Communities in Somalia)
LOCATION: NAIROBI, KENYA WITH FREQUENT TRAVEL TO SOUTH-CENTRAL SOMALIA AND OCCASIONAL TRAVEL TO SOMALILAND
DURATION: TWO (2) YEARS FIXED TERM RENEWABLE CONTRACT
About the role: This is a 36 month, new role with unaccompanied terms based in Nairobi, Kenya (with frequent travel to south-central Somalia and occasional travel to Somaliland), with a salary of Grade 4 €35,981 - €39,979.
You will report to the Programme Director and will directly line manage Finance and M&E staff dedicated to the EIDACS programme. You will work closely with Concern’s Mogadishu-based EIDACS Programme Manager and all EIDACS-related sectoral and regional teams. You will be overall coordinator of the EIDACS consortium for South-West Somalia and primary focal point for coordination with other EIDACS consortia.
You will liaise closely with the Grants & Information Manager, M&E unit, Partnership Advisor, Finance and staff from other support units, Dublin-based Desk Officer and technical advisors. Your closest collaboration will be focused on consortium staff and partners, as well as working closely with local government, and other external stakeholders.

Your purpose: Concern Worldwide has recently been awarded a €4 million EU contract as Consortium lead on the 3-year Enhancing Integration of Displacement Affected Communities in Somalia“EIDACS” programme in South-West Somalia. The overall objective of this Consortium Coordinator position is to ensure quality implementation of the programme, leading on Concern’s specific roles and responsibilities as well as the management of the consortium in general. The position ensures that all activities are aligned with the objectives of the European Union Trust Fund (EUTF) and is implemented in compliance with EU guidelines; and that EIDACS activities are implemented in line with the overall proposed strategy. Key elements of this position include providing overall representation of and coordination between member partners, liaison with donors and other external actors, including other consortia funded by EUTF and actors implementing programmes related to community driven development, displacement affected communities and resilience building, as well as management of the Consortium Coordination Unit (CCU), composed of finance and M&E staff based in Somalia. The job holder will also liaise closely with the EIDACS Programme Manager, based in Somalia.
You will be responsible for:
Strategic Management:
· Ensure that the programme is fully implemented according to the approved programme proposal and in accordance with the requirements of EUTF
· Develop and maintain relationships internally between consortium members and externally with relevant actors (including EU Delegation, appropriate cluster leads and local and regional authorities).
· Communicate with the team/partners a clear vision for the work of the EIDACS consortium in Somalia, and ensure regular strategic reflection (based on sound analysis of M&E data and lessons learnt) to support the achievement of outcomes and impact.
· Represent and communicate clearly consortium programme initiatives to relevant stakeholders, including influence of stakeholders based on evidence.
· Review effectiveness of the consortium organizational structure and recommend revision as appropriate. This should include reviewing all functions and appropriate systems to support the Partners effectively.
· Ensure ongoing relevance of the programme, adapting intervention approach/content associated with contextual and organisational changes and opportunities
· Explore the scope for further possible partnerships between the Consortium and various governmental and non-governmental organisations for effective implementation and enhanced sustainability of the programme’s activities and outcomes.
Consortium Management:
· Manage, supervise and support EIDACS consortium coordination staff to ensure that the team fulfils its responsibilities.
· Facilitate monthly Consortium Management meetings (Programme Managers and relevant staff from each Consortium partner) and enable an effective learning and sharing culture across partners.
· Provide secretariat support to the Consortium Steering Committee (CSC). Facilitate Steering Committee meetings on a regular basis during inception then on a quarterly basis
· Representing the consortium at appropriate coordination fora and report back to the relevant consortium groups on key decisions and outcomes.
· Make recommendations to the CSC and consortium members for changes to Consortium procedures, systems and processes, providing adequate justification to allow a decision to be made.
· Develop proposals, activity plans, reports and other relevant Consortium Programme documents for consortium members that meet the donor and internal requirements.
· Monitor and review performance and hold partners accountable for meeting the success criteria identified; give corrective feedback and corrective action where required.
Management of Risk:
· Oversee and monitor EIDACS programme risk (including financial and security) and flag issues in a timely manner to Concern Country Director, PD and the Consortium Steering Committee.
· In collaboration with the PD of Concern and all partners, ensure compliance to internal and donor policies and procedures.
· Regularly review and update risk register; ensure appropriate mechanisms in place to reduce the risks.
Finance, Procurement and Donor Compliance:
· Be responsible for overall financial oversight of the consortium budget and expenditure.
· Ensure compliance to donor contract and partner agreements by Consortium members.
· Ensure development and implementation of work and expenditure plans and ensure that programmes are implemented within agreed and approved budgets through regular expenditure monitoring.
· Ensure that internal and donor financial reports are submitted in a timely manner and to high quality.
· Collaborate with Finance and Systems teams in internal and external audits of the Consortium Programme.
· Ensure implementation of recommendations from due diligence assessments and continuous monitoring to ensure controls and risk mitigation measures are in place.
· Ensure efficient and timely procurement of goods & services in a transparent and accountable manner.
· Ensure compliance with relevant legal frameworks in all contractual, financial, labour and taxation matters.
Monitoring & Evaluation (M&E):
· Ensure adherence to monitoring and evaluation guidelines, frameworks and indicators for the Consortium Programme, in line with donor approved documents.
· Provide technical support to embed M&E and accountability in Consortium implementation.
· In coordination with consortium members, ensure and enhance primary stakeholder ownership of the programme via community participation and consultation, and use of participatory approaches in PM&E.
· Organise and facilitate meetings with Consortium members on progress, draw learning from programming and innovations, analyse challenges and develop solutions that contribute to the documentation of best practice.
Advocacy, Communications and Visibility:
· Coordinate advocacy, communication and visibility activities of the Consortium Programme, in line with the programme Communication and Visibility plan.
· Produce briefing papers, press releases and other publications, coordinate approval by the Consortium members, and ensure wider dissemination to influence practice and policy and promote the work of the consortium.
· Ensure that the Consortium and donor identity is clearly marked on all documents for public consumption.
Accountability:
· Be responsible for coordinating and documenting accountability activities of Consortium members and tracking progress against the consortium accountability framework.
· Ensure compliance with the Core Humanitarian Standards (CHS) throughout the EIDACS programme.
Human Resources,Training and Capacity Building:
· Enable the timely recruitment and retention of highly competent staff, consultants and service providers
· Set objectives and undertake performance development reviews (PDRs) with all direct reports and ensure the same for indirect reports.
· Identify training needs of staff working on the consortium programme and arrange/directly provide relevant training and capacity building (in collaboration with PD as appropriate).
· Ensure Human Resources policy and procedures are followed, with support from the Concern Human Resources Manager.
Your skills and experience will include:
Essential:
· Appropriate qualification at Master’s degree level, such as public management, development administration or a relevant social science.
· A background in community driven development, resilience and/or working with displacement affected communities.
· Proven experience (at least 5 years) in middle to senior programme management and leadership positions working with national governments, INGOs, NGOs, CBOs, other civil society groups.
· Experience of managing large grants from major international donors, particularly EU.
· Excellent written and spoken English language skills.
· Strong analytical, interpersonal, communication and organisation skills.
· Strong coordination skills, both internal across programming sectors and support teams, and externally with implementing partners.
· Experience of working in or, ideally managing, a consortium model of working.
· Ability to build and maintain effective relationships with senior representatives of donor, INGO and Government structures and to represent the consortium at national or international level fora
· Thorough understanding of gender, equality and protection issues.
· Strong experience of financial management and donor compliance processes.
· Experience in the design and use of monitoring and evaluation systems.
· Knowledge the key tools used by donor agencies, such as logical frame works, results chains, theories of change, results-based management and financial administration systems.
Desirable:
· An understanding of accountability as applied within humanitarian and development programming; familiarity with the Core Humanitarian Standard and its application.
· An understanding of programme participant protection policies and international humanitarian standards.
· An understanding and knowledge on resilience and how it relates to climate change, disaster risk reduction and humanitarian assistance.
· Experience of working in Somalia. &
