Background:
Norwegian People's Aid (NPA) has been involved in humanitarian mine action since 1992 and is one of the leading humanitarian demining organisations worldwide. NPA works closely with national authorities and other stakeholders on resolving the challenges faced by the local communities caused by landmines and other explosive remnants of war. In 2017, NPA will have more than 21 Mine Action Programmes in the Balkans, Southern Africa, the Horn of Africa, Central Asia, South East Asia, and The Middle East.
The NPA Humanitarian Disarmament programme was started in Somalia at end of 2013, but NPA has a history in Somalia through its development programme which reaches back to 1992.
The Information Management Advisor (IMA) will act as a support to Somali national mine action authorities. The position will be based in Mogadishu, Somalia, and will form part of the overall management team for NPA Humanitarian Disarmament in Somalia. Most specifically, they will be involved in all matters related to the Capacity Building project of SEMA, including on matters not directly linked to IM.
Duties and responsibilities:
The main responsibility of the IMA will be to advise, assist and train the Somali Explosive Management Authority's (SEMA) Information Management capacity in order to establish and further develop an efficient national information management system within SEMA. Specific duties of the IMA include:
- Conduct IM capacity assessment of SEMA if required, on national and federal state levels, provide recommendations and report a baseline for further work
- Develop an IM work plan and assist and follow up with SEMA in the implementation of the IM work plan
- Develop capacity of SEMA IM staff by conducting relevant IM trainings, workshops and on the job training
- Develop and draft, in consultation with relevant stakeholders, an IM strategy, IM NMAS and IM SOP to be approved by SEMA
- Lead in identifying IM processes, IM procedures, process mapping and writing relevant guidelines
- Coordinate with and be focal point for stakeholders relevant for the project, most notably UNMAS, INGOs and LNGOs, on all matters related to IM/IMSMA, and ensure that professional relations are maintained
- Ensure all required hardware and software is in place in order for SEMA to conduct its mandated work in IM/IMSMA, and/or assess any needs not covered
- Ensure capacity building of SEMA staff is carried out in a manner that the IM unit remain sustainable and independent of technical assistance by end of the project
- In dialog with NPA's Global IM Advisor, assist in implementation, monitoring and management, with emphasis on relevance, quality, cost efficiency and impact.
- Ensure the reliability of IM tools and concepts by maintaining their adaptive and user-friendly features, and ensure the information management standardization and uniformity in compliance
- Any other relevant duties as described by the CD
Required qualifications:
Education:
- University or collage degree that includes studies in IT or IM
- IMSMA level 1 administrator qualified
- Written and verbal proficiency in English
Experience:
- Minimum 5 years relevant work experience
- International experience in humanitarian disarmament
- Proficient in IMSMA NG6, ArcGIS and other related tools
- Track record of experience in building IM systems
- Track record of working with national authorities and building national capacity on information management
- Hold a record of establishing and maintaining effective professional relationships with stakeholders
