OVERVIEW OF THE POSITION
Interim South West Administration was established in November 2014. It comprises of Bay, Bakool and Lower Shabelle regions. The establishment of the SWS paves the way to focus efforts on building a functioning administration that is able to deliver much needed services to local communities. As of March 2015, SWS President completed the cabinet ministers for his administration.
In that regard, the President Office of SWS need technical support to development planning and coordination mechanism on national and international cooperation related to development efforts. SWS plans to develop SWS development strategy, implementation plan and create cohesive linkages between different actors: State, Parliament and civil society. Coordination and liaison officer plans to offer guidance and assistance to Office of the President on coordination and linkages with related national partners to support state building, peace and development agenda.
ORGANIZATIONAL OBJECTIVES
Office of the President and other key ministries in SWS plans to function for the benefit of developing planning, monitoring, coordination and linkages with relevant of relevant stability and development actors.
Ø To support in facilitation of secretariat coordination, briefings and recommendations on progress in the areas of coordination to the Office of the President
Ø Assist Office of the President to establish coordination and communication mechanism in ensuring that SWS policies are aligned with government priorities and constitutional mandated activities on Coordination to the Office areas where significant policy gaps exist and make recommendations to ensure gaps and corrective policies measures are undertaken.
Ø Connect the office of the President to the SWS Parliament
Ø Promote information sharing and coordination between the President Office and SWS Parliament
Ø Ensure the development detailed annual action plans in support of the SWS key ministries’ priorities, defining setting existing and planned activities, roles and responsibilities of different actors, timelines, and required policies
Expected Outcomes
· An overarching framework and strategy for federalism with well-defined desired end-states for each priority area
· Implementation plan supporting the roll out of the Federal strategy
· Detailed one-year action plans setting out existing and planned activities, roles and responsibilities of different actors, timelines
· Monthly reports and briefing for the office of the President, progress made, challenges encountered and corrective action proposed
· Contribute to Emerging States Coordination meetings, reporting and progress updates, and document Emerging States’ capacity building support.
ESSENTIAL EXPERIENCE
Education
Bachelor’s degree or Higher, University degree in Public Policy, Development planning or related disciplines.
Work Experience
· At least 3 years of proven experience in Federal Member States, Parliament, programme development and implementation.
· 2 years relevant experience in analytical work in the field of planning, preferably with a focus on Somalia.
· Specific experience in carrying out the tasks described in this TOR;
· Prior work in SWS area is highly desirable and firm understanding of Somalia context.
· Fluency in English and Somali language – Knowledge of Maay Maay is Plus
· At least 5 years of proven experience in development management, parliament, programme implementation and development.
· 2-4 years relevant experience in analytical work in the field of planning, preferably with a focus on developing countries.
