CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The successful post holder of this position will be developed and supported through a targeted capacity building plan to fully take up the role of National Manager

As a key member of the Country Office Human Resources team and in close collaboration with the HR and Administration Director, you will be responsible for supporting managers within the country programme on various HR operational, policies processes and systems i.e. Recruitment and Selection, employee orientation and induction, Performance Management, Capacity building, and Employee Relations.

SCOPE OF ROLE:

Reports to: HR and Administration Director

Country Dimensions: Save the Children works in various sites within Somaliland, Puntland and Central South Somalia with a current staff complement of approximately 450 staff and current budget of approximately GBP 48 million.

Staff directly reporting to this post: National HR Officer

KEY AREAS OF ACCOUNTABILITY:

· Responsible for and ensuring that all operations aspects of Human Resources within the field offices are delivered according to best practice HR standards and in compliance with local law and SCI policies;

· In conjunction with the HR and Administration Director contribute to development and/or review of HR policies, procedures ensuring legal compliance with the local legislation is observed.

· Support managers in implementing polices and processes on matters related to resourcing, terminations, performance management, remuneration, employee relations, grievance and disciplinary management

· Working closely with the HR Co-ordinators to ensure that hr information systems are fully updated and functioning in all area offices

· Contribute to the implementation of the country HR strategy

· Ensure timely submission of monthly reports, analytics and support adherence to country office KPI’s

· During Humanitarian responses in close collaboration with the HR and Administration Director provide support to managers with implementing the emergency HR plan and other emergency HR actions.

· In close collaborate with the Nairobi HR Coordinator support managers in the implementation of the country capacity building plan, ensuring that all staff are provided with equal opportunities and keep a record of the same

· Responsible for ensuring that all staff receive the Global induction

· Application of appropriate measurement tools to monitor and evaluate the quality and impact of learning initiatives on work efficiency, value for money and identify areas of improved performance that will feed into future plans

· To represent and champion staff views and concerns and ensure these are communicated to the HR and Administration Director,

· Work closely with the HR and Administration Director in building and developing the capacity of the field HR teams within the field offices

· Contribute to the implementation of effective Performance management tools, undertake quality reviews and ensuring performance management system is well understood by managers and staff

· Collaborate with the HR and Administration Director in implementation of HR Initiatives in relation to reward and compensation, employee retention, Gender & Diversity

· Contributing to the proposal development process, ensuring hr staffing plans are underway and aligned with SCI policies

· Supporting the HR Officers in field offices in implementing effective and robust HR systems and processes

· Coordinating potential areas for job swapping, temporary assignments and other recruitment opportunities to enhance capacity of field HR teams

· Network with relevant and recognised HR groups, employment bodies and legal counterparts within Somalia/land.

· Ensure compliance with and promoting all SCI policies such as Code of Conduct, Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.

· Perform any other duties as directed by the line manager

QUALIFICATIONS AND EXPERIENCE

Essential:

· University degree in Human Resources Management, with a postgraduate specialisation in Human Resources;

· Minimum 3 years relevant human resources management experience in a corporate or large INGO environment at management level;

· Planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;

· In-depth knowledge of employee relations and develop and maintain knowledge of local employment legislation;

· Experience in capacity building of HR teams;

· Resourcefulness and creativity in and ensuring the most effective support to line management;

· Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi location, teams;

· Willingness to travel to all field locations

· Complying with and promoting all Save the Children’s Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.

· Desirable:

· Experience in HR provision in emergency response;

· Background in large international non-governmental organisation or other international relief/development body.
