Somalia: End of project evaluation for Humanitarian assistance to drought and conflict-affected communities in Somaliland and Hiran region of Somalia

Background

Save the Children in Somalia (SCI) has been operational in Somaliland/Somalia for over 40 years, with programmes across the following sectors: WASH, Food Security and Livelihoods, Health, Nutrition, Education, and Shelter, with Disaster Risk Reduction and Child Protection mainstreamed where possible. Save the Children currently programmes in Central South Somalia, Somaliland and Puntland. Save the Children Somaliland/Somalia office is implementing a one-year project called humanitarian assistance to drought-affected and conflict-affected communities in Somalia/land (SOM_ ECHO 2016 HIP). The project is funded by European Commission Humanitarian Aid and Civil protection (ECHO).

The purpose of this project is to reduce morbidity and mortality among the most vulnerable families in drought and conflict-affected communities of Somalia/Somaliland through community-based and integrated nutrition, Health FSL and WASH interventions. The action aims to achieve four key result areas: 1) Improved capacity of vulnerable households to meet their essential food and non-food needs; 2) Improved health status of vulnerable individuals through integrated health interventions and disease surveillance; 3) Improved nutrition status of children 6-59 months old and PLWs through integrated CMAM; and 4) Increased access to safe water and sanitation, and improved hygiene practices for vulnerable households. Through this action, SC intends to reach a total of 50,130 direct beneficiaries, of which 68% are children under 5. The project financed by European Commission - Directorate General - Humanitarian Aid and Civil Protection – ECHO. To improve the accountability of the program a third party evaluation will be contracted to assess the project progress and also to ensure whether the project implementation is in line with SCI accountability strategy.

Purpose of the evaluation

To purpose of the evaluation is to generate information about the performance of the project (its relevance, efficiency, effectiveness), to document lessons learned and to provide practical recommendations for improving humanitarian assistance to drought and crisis-affected communities in Somalia. The terminal evaluation is expected to provide information that enables SC and its partners to develop strategies to further improve their future interventions.

Objectives of the assignment

Undertake an evaluation of project implementation in Somaliland and Hiran region of Somalia. The evaluation should address but not be limited to the following areas:

  • Relevance: Analyse appropriateness of the project design, relevance of the project strategies and approaches in light of the operational context and its adaptation over the one years.

  • Effectiveness: Analyse the extent to which the project results and objectives as stated in the project proposal have been achieved including an analysis on whether and which project strategies were best suited to achieve the project purpose.

  • Efficiency: Analyse how economically the project inputs (funds, expertise, time, etc.) were converted into expected results, the quality of service provision, project monitoring and make recommendations for improving efficiency of similar or future projects operating in the same context.

  • Connectedness– Assess the extent to which the project interventions meet the holistic needs of vulnerable children and mothers and the extent to which they take into consideration longer- term needs of the target population.

  • Coverage and targeting – Assess the extent to which the planned coverage and targeting was achieved and its appropriateness to the local situation

  • Integration: Analyse the impact of the integrated approach in realizing the project objective and make recommendations for improving the delivery of holistic programs for target communities.

    Based on the findings of the above generate lessons learnt, challenges, and best practices make realistic and feasible recommendations for improving humanitarian assistance while strengthening local emergency preparedness, response capacity and resilience for communities in Somaliland and Hiran regions as well as similar contexts in Somalia

    Scope of Work

    The evaluation will be conducted in Somaliland (Awdal and Marodijeh regions) and Hiran region (Mahas district) of Somalia. However, the specific locations to be covered in the evaluation will be selected and agreed upon with the SC program team before commencing the study. This will be a primary study necessitating travel to the field to collect data.

    The evaluation criteria will follow the above defined criteria of Relevance, Connectedness, Coverage, Efficiency (including Value for Money) and Effectiveness.

Methodology

The evaluation will use a mix of qualitative and quantitative methods that will include but not be limited to review of existing literature on the humanitarian situation in Somalia, SC’s response and other relevant literature, analysis of the project monitoring data, focus group discussions, key informant interviews, observations and a survey covering a sample of targeted beneficiaries. Participatory methods that maximise the meaningful participation of children and their carers will be important. The evaluators shall present an inception report detailing key revaluation questions with respect to each evaluation criteria; source of information/data; sampling procedures and the sample size, data collection method and tools, data analysis plan and a report structure. The inception report shall be refined in consultation with SC Somalia staff and approved before commencing data collection.

The evaluation shall as far as possible use tools that were used to establish the project baseline; any adaptations to the tools should still enable comparison with baseline data in measuring results.

The evaluators will work with the technical specialists for FSL, Nutrition and Health as well as the MEAL team for technical and quality backstopping.

Deliverables

The evaluator shall ensure the delivery of the following outputs.

  1. Develop an inception report detailing the evaluation design (methodology, sampling plan, data collection tools), activity plan and a proposed report structure. The inception report will be approved by Save the Children before commencing the evaluation.

  2. Produced a draft report and final report after incorporating all feedback on the draft report. The final report should be no more than 30 pages excluding annexes.

Duration of role The assignment is planned to be accomplished in 21 working days and is expected to start in December 2016.
